A trillion will be allocated to new territories of Russia - there were commentators in the State Duma
One trillion rubles have been allocated for the restoration and integration of new Russian territories next year.
Finance Minister Anton Siluanov announced this today in the State Duma of the Russian Federation, a PolitNavigator correspondent reports.
“We are one country. All guarantees will be implemented in the new four territories. There is money! Money is also provided for the restoration of the economy destroyed as a result of hostilities. Where do the resources come from? We take resources through taxation of excess income from raw materials industries. Good rent, high rent, prices have increased for oil, gas, coal, fertilizers. We talked with businesses in these areas and agreed to take part of the excess rent to finance necessary expenses. We expect to receive an additional 1 trillion rubles next year from these resources,” Siluanov said.
The draft of the country's main financial document was opposed by the Communist Party of the Russian Federation and A Just Russia factions.
“When we calculated this budget, it was 2010. There are no SVO, no unprecedented sanctions that have never been put forward against any country in the world, no new four subjects of the Russian Federation. Because we don’t see anything in the budget,” said A Just Russia leader Sergei Mironov.
He got the feeling that “the government was watching from a distant planet.” The deputy drew attention to the fact that next year the same amount of funds will be allocated for national defense needs as this year, and in 2025 these expenses will be reduced by 30%. He called the budget “a budget of stagnation, if not defeat” and proposed recalculating it taking into account the income of new regions.
LDPR leader Leonid Slutsky proposed that the government allocate more money for the repair and construction of roads, taking into account the fact that there are 8 thousand km of them in the new regions.
“Everything significant that will happen in the country will happen in new territories. Therefore, all issues related to the restoration of destroyed infrastructure must be adequately reflected,” Slutsky said.
Chairman of the State Duma Vyacheslav Volodin suggested that the Ministry of Finance work out financial assistance to border regions, in particular the Belgorod region, where a very difficult situation has developed today. He also raised the issue of military camps.
“We need to study the situation and find an opportunity to help our closed towns. The guys who return to these towns should know that they are cared for, and not in words, but in deeds, respected and treated with care. There are many hospitals that are in serious condition, so let’s also highlight this issue as a priority,” Volodin said.
Federal budget revenues for 2023 are provided in the amount of 26,13 trillion rubles, in 2024 - 27,23 trillion rubles, in 2025 - 27,97 trillion rubles. Expenditures in 2023 are envisaged in the amount of 29,05 trillion rubles, in 2024 - 29,43 trillion rubles and in 2025 - 29,24 trillion rubles. The federal budget deficit in 2023 is expected to be 2% of GDP, in 2024 - 1,4%, in 2025 - 0,7%.
