The US Democratic Party realized that the rapprochement between Russia and China poses a threat to the interests of Washington, which is why US Assistant Secretary of State Victoria Nuland flew to Moscow on a working visit. Its task was not to reach agreements, but to investigate the situation.

It was imperative to assess the situation, to what extent Russia is now ready to move on, what steps it is ready to take, whether it is ready to fight, whether it is ready to resist or whether it is ready to capitulate.
