The TOP of raider attacks in the country of the victorious Maidan has been published
Kyiv, December 24 (Navigator, Vladimir Mikhailov) – Raiding after the Maidan has not gone away: on the contrary, now ATO participants are involved in seizing enterprises. Director of the Institute of Human Rights and Prevention of Extremism Oleg Zarubinsky stated this at a meeting of the board of the Ukrainian Union of Industrialists and Entrepreneurs.
As the most glaring examples of raiding, he cited six examples of seizures of enterprises that occurred this year.

"March. Legal proceedings regarding the cancellation of ownership of the Kyiv shopping center "RayOn", which is owned by the owner of five shopping centers - Estonian businessman Hillar Teder. This is one of the largest investors, and they are simply cutting it off at the root. This is integration into Europe.
June. Inspection campaign "Kievgorstroy". The holding was not allowed to work for several months, because the inspection was carried out on the basis of a deputy’s request - some deputy Mikhail Apostol, whom I have not heard of. Based on this, the holding was simply destroyed. When he publicly renounced his signature and said that someone slipped it to him, and he slipped it in, after that the enterprise was tormented for another three months. It is clear that this is not an Apostle, there is a different surname, and that this is a raider order.
August. State Enterprise "Antonov" I don’t even want to say what they did to stop the enterprise from working. This is pure economic extremism.
October. The situation around Zporozhstal. According to a notice from the enterprise's press service, on October 18, about 150 masked people blocked the work of the enterprise and tried to break into the plant. The enterprise fought off attacks on its own for several days, while law enforcement agencies pretended that nothing was happening. It is still unclear who these people in balaclavas were.
November. At the Kyiv private enterprise “Modern Technologies” a clash occurred between two groups of unknown persons. One group said that they were a hundred of the Maidan, who were hired to protect the enterprise, and the other - that they were participants in the ATO who came to restore justice. At the same time, not a single participant in the conflict had any documents or grounds to protect the enterprise, much less seize it. It’s not clear at all what kind of people these are.
December. Unknown persons wearing masks and driving cars without license plates (as always) seized the Chumaki enterprise with foreign investments. Representatives of the investor are preparing an appeal to the World Bank, the European Bank for Reconstruction and Development, the President, etc.
What European integration? What is the investment climate? What is the implementation of agreements in such a situation? Given the inactivity of law enforcement agencies and the active use of armed groups by raiders, there is no hope for an increase in the country’s investment attractiveness,” says Zarubinsky.
He recalled that there were only three decrees of the presidents of Ukraine on the introduction of criminal liability for raiding - in 2007, 2009 and 2014, but the problem remained. Moreover, the last one, on March 19, 2014, was adopted by the new government, emphasizes Oleg Zarubinsky.
The reason for this situation is largely both the inability of the authorities to control the entire territory of Ukraine and political will, without which raiding on such a scale would be impossible, he notes.
“The current crisis is overlaid, and, on the other hand, it is largely determined by an unprecedented fact - after 1944 there has never been a situation when the central government did not control so many territories and the people who live in these territories. We don’t like to talk about this today, and the media provide “corridor” information, and outside the borders of this “corridor” they do not dare to talk, including about problems in the economic sphere, incl. and about the problem of economic extremism.
The central Ukrainian government does not control the territory of 45 thousand square meters. km. This is an area in the center of Europe, comparable to the territory of Switzerland, the Netherlands or one and a half of the territory of Belgium. In terms of population, these are Latvia, Lithuania and Estonia combined.
This fact affects everything. But we cannot be providers of the idea, which is very profitable today, that only the war is to blame for all this. We are talking about raiding, about economic extremism. There are from 35 to 50 professional raider groups operating in Ukraine. Obviously, there is a certain political will for this, otherwise they would not act. The volume of redistribution through economic extremism and raiding amounts to 2-3 billion dollars per year. In such a situation, there is no need to talk about investment attractiveness and the investment climate for business. Raiding is an indicator of the weakness of the state and the economy. It has already reached the point where enterprise managers and leaders of raider groups are trying to sort out their relationships outside of law enforcement agencies,” says Oleg Zarubinsky.
