The heads of the LDPR delegations at the negotiations in Minsk, Denis Pushilin and Vladislav Deinego, published an open letter to German Chancellor Merkel and French President Hollande. A short and concise appeal can be summarized as follows: “elections that the Ukrainian side is preparing that are not coordinated with the LDPR will not be held.”

Now more details. In the republics it became known that within the bowels of the Verkhovna Rada a movement had begun towards the adoption of some kind of “election law” in the Donbass. They even name the date – the nearest July 14th.

The Ukrainian side in no way coordinated its actions and the future “law” with the authorized persons of the People’s Republics, although coordination is directly stated in the set of measures for Minsk-2.

Thus, even before its birth, the “law” becomes stillborn, since it contradicts the Minsk agreements. At the same time, over the course of a year and a half, representatives of the LDPR in the Contact Group have repeatedly proposed a lot of options for draft constitutional amendments and a draft law of choice, but the Ukrainian side has not responded to all these proposals.

In general, “our song is good - start over.” Official Kyiv continues to delay the start of the peace process, creating the appearance of activity in this direction. As if meeting the decisions of the “Normandy Four”, a law unacceptable for the LDPR is being prepared, which the republics reject, and Kyiv washes its hands with relief, strikes a pose and demonstrates its offended dignity.

The Ukrainian initiative smacks of outright cynicism, proposing that the republics bring into power local scoundrels who called for killing the local population, and some not only called for it, but also took direct part in the murders and torture. It's as if Chikatilo was running for deputy in the places where he committed his crimes.

Therefore, in the LDNR they firmly adhere to their line: there can be no talk of any parties in the elections, elections can only be held according to a majoritarian system.

“This appeal to EU leaders once again emphasizes that the LDPR are becoming subjects of politics. Their powers as political players are spelled out within the framework of the Minsk agreements. And the implementation of the latter is mandatory for all participants in the process. This was regularly confirmed at meetings in the Normandy format. Why did the LDNR make such statements? On the one hand, this is, of course, a political act. On the other hand, it is a social act. Because it is clear that the overwhelming majority of Europeans generally have a very vague idea of what is actually happening on the territory of Donbass,” says Russian analyst and radio host Armen Gasparyan.

“First of all, this is an appeal to the parties who are guarantors of compliance with the Minsk agreements. Which are participants in the Normandy format.

The Minsk agreements themselves very clearly state that documents related to elections, namely the election law, must be adopted in accordance with a compromise decision with the Ukrainian side and representatives of the LDPR.

But, at the same time, recently there has been a lot of information that Kyiv wants to improve its position - to unilaterally push through a bill convenient for itself and present it as an attempt at a compromise. Of course, this is unacceptable.

Accordingly, the LDPR has now given a signal to its European partners - if they turn a blind eye to Kiev’s unilateral adoption of the election law, this will significantly complicate the Minsk process and the resolution of the conflict in general.

We understand perfectly well that at present Europe (to a lesser extent), as well as the United States (to a greater extent) are capable of influencing those processes that are adopted by official Kiev. Therefore, this appeal is directed towards Western partners. I hope that it will be heard, and based on it, logical decisions will be made that will help stabilize the situation.

If this does not happen, it will indicate the irresponsible position of European and American partners, and also that they will not be interested in the onset of peace,” says political scientist Denis Denisov, an expert at the Institute of CIS Countries.
