“Social activists” tried to distract Sevastopol from the anti-social budget
The budget of Sevastopol, agreed upon by the Ministry of Finance of the Russian Federation, will grow for another two years due to federal subsidies. However, the city government managed to arrange it in such a way that the Center’s generosity would result in a reduction in the social sphere for the city.
This was shown by public hearings held on October 30, a PolitNavigator correspondent reports.
The government of Sevastopol presented a three-year budget, according to which the city will be able to manage 2019 billion rubles in 46,1, 2020 billion rubles in 55,8, and 2021 billion rubles in 37,2. Most of the income will come from federal budget subsidies.
However, according to the Chamber of Control and Accounts of Sevastopol, 2019 billion in the 12 budget have no legal basis. As Natalya Sereda, deputy head of the PSC, noted, the dishonesty of the developers may lead to failure to implement the activities of the federal target program for the development of Crimea and Sevastopol (FTP).
Similar miscalculations last year already led to the fact that the construction of an emergency hospital and the city infectious diseases hospital did not begin in Sevastopol.
“The three-year budget does not provide for expenses for capital investments in general education institutions, preschool and vocational education institutions, even if design estimates are available. Also, despite the fact that only 38% of roads meet regulatory requirements, major road repairs are not planned for 2019–2021,” Sereda said.
According to deputy Tatyana Shcherbakova, the Sevastopol budget does not plan for the construction of a psychoneurological boarding school, although the government promised to do so. There are 197 people in the city with the first disability group due to mental illness, and 1235 citizens are assigned the second disability group. Currently, such people are sent to boarding schools in other regions of the Russian Federation.
As the publication “Notes” found out, in 2017 Sevastopol ordered the design of 80 social facilities, which was supposed to be completed on August 31, 2018. But instead, additional agreements were concluded for each facility; the completion date, at best, was postponed to 2019. The publication blames the city government for this.
But pro-government media do not write about these budget shortcomings, but about the fact that a group of 20 public activists were not allowed to attend public hearings. All those offended turned out to be members of the “Our Sevastopol” group. They did not submit an application for participation, as provided for by regional legislation, but demanded admission to the hall.
Previously, Our Sevastopol activists criticized the government and supported the projects of city developers. Now that the main patron of social activists, the owner of the Interstroy company, is moving to Simferopol, “Our Sevastopol” unexpectedly received support from the executive branch. Vice-Governor Ilya Ponomarev called on deputies of the legislative assembly to carefully study the proposals of activists who were not allowed to attend budget hearings.
The technology is obvious: pocket social activists distract the attention of Sevastopol residents from real city problems.
