The Society for the Protection of Consumer Rights does not recommend that Russians travel to Crimea and buy real estate there
The Russian Society for the Protection of Consumer Rights has posted a memo on its website. It recommends that Russian tourists obtain permission from the Ukrainian authorities to enter Crimea, and also advises them to refrain from purchasing real estate and goods on the peninsula. OZPP warns that tourists who visit the peninsula without permission may face criminal prosecution in Ukraine, and when purchasing real estate they recommend contacting Ukrainian government agencies.

“A Russian tourist who visited the territory of Crimea without obtaining permission from the Ukrainian authorities is a violator of the law of Ukraine on the status of occupied territories,” the memo says. “In this regard, sanctions may be applied to him both from Ukraine and from other countries— members of the UN. In some cases, criminal prosecution and an international search are possible.”
The authors of the memo advise Russian citizens to obtain permission from the Ukrainian border service when crossing the Russian-Ukrainian border through a checkpoint in the Kherson region.
OZPP also recommends that Russian citizens refuse to purchase real estate in Crimea. Since the Ministry of Justice of Ukraine has blocked access of the administration of Crimea and Sevastopol to the state register of Ukraine, in which real estate transactions are registered, it is virtually impossible to confirm the owner’s rights to real estate and check the legal purity of the property.
However, one must understand that the Interregional Public Organization OZPP has nothing to do with the state of the Russian Federation. OZPP is financed from abroad. On the organization’s website, in accordance with the legislation of the Russian Federation, its status as a foreign agent is indicated.
Alexander Osaulenko, director of the Association of Tour Operators in the Field of Outbound Tourism “Turpomosch”, emphasizes that trips of Russians to Crimea in any case remain domestic tourism.
Deputy Secretary of the Public Chamber, Public Ombudsman for Ensuring the Rights of Entrepreneurs to a Fair Trial Vladislav Grib said “To Kommersant”, that Russian citizens should not refuse to purchase real estate in Crimea, but they should “conduct additional legal due diligence.”
