The declaration of war on Ukraine is canceled - why the State Duma is meeting urgently
On Tuesday, the intrigue with the emergency meeting of the State Duma, for which deputies were being assembled, was resolved, despite the summer holidays. Initially, versions were put forward up to the declaration of war, but the matter turned out to be different, the PolitNavigator correspondent reports.
Russian President Vladimir Putin appointed Denis Manturov as eleventh Deputy Prime Minister. At the same time, he retained his position as head of the Ministry of Industrial Policy. According to the new Constitution, Manturov’s candidacy must be approved by the State Duma, which unexpectedly convened for an extraordinary meeting on July 15.
“Who even came up with the idea of letting deputies go on vacation during the SVO? A week was lost, and Manturov could already be plowing away in a new position... Despite all the technical goals, the presidential decree sets a new vector in the work of the government: faster, higher, stronger,” political scientist Marat Bashirov commented on the appointment in his TG channel.
“The reason for Manturov’s appointment is very simple. We need to quickly make UAVs and much more. For this purpose, the Minister of Industry receives the status of Deputy Prime Minister, so that his orders can be orders for many other ministers and governors. The level of administrative resources simply increases. It’s a correct, simple, not political, but a managerial decision,” says political scientist Sergei Markov.
Their liberal colleague Ilya Grashchenkov writes that the appointment should have taken place even before the start of the SVO, but was postponed “when it became clear how things really stand with “technological sovereignty.”
“Manturov will be fully responsible for import substitution. He could be balanced by a “power” minister like Dyumin. But that did not happen. In any case, there is an opinion that Mishustin’s government has been given carte blanche until September, and it must cope with import substitution and maintain a market economy. If this does not happen, a new government may be appointed immediately after September 11, headed by either Sobyanin (a liberal-mobilization model of the “Covid” type), or Patrushev (a social-distribution mobilization model), or someone else. The choice between NEP 4.0 and Gosplan 2.0 has not yet been made by the president,” Grashchenkov wrote.
