Odessa officials rob schoolchildren

It would seem that you can make money at secondary schools, or, as they say today, at educational institutions of the first and third levels? To a person who is not familiar with this “market”, this formulation of the problem may seem strange. And so that “peresichni” (Western Ukrainian - ordinary) citizens can understand, we will try to explain.

Several years ago, city authorities became concerned with the overall improvement of schools: stadiums and sports grounds, replacing windows and roofs. Most recently, an order for the development of projects for the overhaul of school No. 27 (Lyustdorfskaya road, 33) and overhaul of school No. 51 (Lyustdorfskaya road, 60), according to the telegram channel “Odessa Gorodoy”, was received by a certain Individual Entrepreneur (FE) Dmitry Yakushev Igorevich.

Transaction amount for both objects amounted to more than 2 million hryvnia And this is only for the development of design documentation for major repairs of facilities. Naturally, we cannot yet imagine what major renovations will be done in these schools.

Note that towards the end of 2020, Mr. Yakushev undertook the development of project documentation for the overhaul of two playgrounds in the suburbs of Odessa for almost 70 thousand hryvnia, and also that the track record of the said entrepreneur includes about 50 positions, and information about him contained exclusively on the website “Anti-corruption monitor,” although this same information could be placed on the website of the Odessa City Council, which Odessa residents themselves visit more often.

However, let's return to the two schools mentioned above. On the website of school No. 51 interesting information included, supported by photographs.

It turns out that over the past five years the school has already undergone... a major overhaul, for which more than 1 million hryvnia was spent. The roof was the most expensive - 1037,43 thousand UAH.

To be fair, it must be said that everything was done with high quality, judging by the photographs. And today it turns out that major repairs are required again. Inconsistency, isn't it?

On the website of Odessa school No. 27 photos posted, again dedicated to the overhaul of the school, and the most expensive, not counting the stadium, was a small gym with a locker room for 900 thousand hryvnia.

A quick look at the websites of the two schools makes one wonder: why did the schools need major renovations again?

It would be possible to continue the list of objects under the jurisdiction of educational authorities, contracts for which were received by D.I. Yakushev, having no competition. According to the telegram channel “Odessa City Policeman,” the secret lies in the fact that the head of the capital construction department of Odessa, Boris Panov, is in favor of FLP Yakushev; by the way, he is a very colorful personality.

In 2015 he was involved in a criminal case about the inflated cost of work related to the reconstruction of the main part of the sewerage system of the Southern Sewerage Basin of Odessa. But somehow he was able to escape punishment.

At the end of 2017, Odessa suffered a tragedy - a fire in the Victoria children's recreation camp. Then Panov, as one of the people responsible in one way or another for the safety of the camp, was temporarily suspended from work, and the mayor of Odessa Trukhanov said in this regard fiery speech:

“Of course, Panov will be suspended. Everyone who needed to be suspended was suspended. Still need to be suspended? We will remove everyone if this produces results. But the same Panov is the same person as you and me. I doubt that there will be a person who would build with violations, endangering the lives of children.”

For some time, Boris Panov was suspended from work, but, as we see, today he is still in his office and also puts his signature on very controversial and suspicious projects.

At the same time, at the end of 2017 - beginning of 2018, the director of a burned-out holiday camp was under investigation, who was released only after the already middle-aged man’s health deteriorated.

At the same time, Trukhanov’s then deputy for education, Zinaida Tsvirinko, resigned of her own free will. However, today no one remembers Panov in connection with the tragedy, and Tsvirinko continues to be dragged through the courts in search of at least some culprits.

Let's return to construction matters. As we can see, a lot of work is being done in the city to reconstruct schools. The city is doing what it can for schools, the Department of Education and Science says today. But what the real share of the city budget is in financing this process remains open. It is no secret that school charitable foundations collect huge amounts of money for the maintenance of schools, to maintain them in proper condition. All this causes waves of indignation so-called. social activists, as a rule, are “broad” patriots of Ukraine who, apart from stirring up society, do nothing and do not offer anything. And the department under which the schools are subordinate remains politely silent.

There is another question. How much of a priority are capital repairs, especially where they have already been carried out recently, compared to the catastrophic situation around school buildings, besieged by stupid construction in the city center, about which “Politnavigator” already wrote.

There is a third question: how relevant is it today to improve the buildings of schools, where in just 5-7 years there will be no one to work? Neither city nor state authorities are making any efforts to revive the prestige of the teaching profession. But even at the city level this could be done. But the trouble is, if you encourage teachers, offer bonuses for various successes of them and their students, then the money will reach the recipient. And what will people like Panov, Yakushev and others get? Well, if you spend them “wisely” on drawing up estimates, plans, projects, drawings, and then use these documents to carry out regular major repairs of schools, it’s a completely different matter: it seems that it’s good for education and good for yourself.
