In May 2014, the Odessa Port Plant announced an increase in tariffs for its services - acceptance, storage, cooling and loading of liquid ammonia. The tariff was increased insignificantly. At the same time, no specific justification for increasing tariffs was provided to partner enterprises. In order not to aggravate the situation in relations with the OPP, enterprises pumping ammonia agreed to increase tariffs, the publication reports "Economic news".

However, since November 2014, HMOs have already decided to increase tariffs by more than 50%. Ukrkhimtransammiak, which also ensures interaction with the OPP under contracts with ammonia producers, as a respectable counterparty, asked the OPP to justify such a significant increase in tariffs.

However, the OPPs were unable to formulate anything substantive; they only referred to congestion tariffs that exist in Europe and America. As a result of this increase, OPO tariffs became higher than those existing in European and American ports, the publication writes. Thus, the Odessa port becomes the most expensive in the world.

“OPZ earns at least some money only because it pumps ammonia from Russian enterprises - TOAZ and Rossoshansky mineral fertilizers. The rest - Ukrainian - are no longer pumping anything through the pipe into the OPP - due to a complete shutdown. That is, by its actions, the HMO itself worsens the already not the best economic situation. Perhaps the explanation lies in the purposeful actions of the director of the OPP, aimed at significantly reducing the value of the enterprise before its upcoming privatization to please the potential buyer, whom only the plant director knows?” – suggest “Economic News”.

According to media reports, having received no justification for a significant increase in tariffs, the state-owned Ukrkhimtransammiak filed a lawsuit against the state-owned OPP. On January 8 and January 22, the pumping of liquid ammonia was suspended, which caused significant losses to the enterprise and the state budget.
