CSTO and SCO confirm: Russia and China will determine the fate of Central Asia

On Wednesday and Thursday, CSTO events were held in Dushanbe, mainly dedicated to the situation in Afghanistan and strengthening the security system. On Friday, a meeting of the SCO will be held, which should develop an action plan to maintain stability in Central Asia and prevent the implementation of attempts by the United States, Great Britain and Turkey to create another zone of chaos in the region after the evacuation of their troops from Afghanistan.

The fact that all the events are now taking place in the capital of Tajikistan is not at all accidental, since it was this former Soviet republic that turned out to be not the front line of countering the numerous Islamic terrorists of northern Afghanistan, who were once nurtured by the American intelligence services, and are now threatening the entire Central Asia. Therefore, the efforts of the CSTO member countries are now concentrated on supporting Dushanbe in order to prevent a breakthrough and spread of the influence of extremists.

This was directly stated by the organization’s Secretary General Stanislav Zas in his report on the results of the CSTO’s activities over the past year.

“Today the situation there is unfavorable, but Tajik border guards and law enforcement agencies fully control the country’s borders. Therefore, all CSTO member states are unanimous in their opinion and once again confirmed their common position: in the event of an aggravation of the situation on the southern borders of the CSTO, Tajikistan will be provided with all the necessary military and military-technical assistance,” said Stanislav Zas.

This is largely a reaction to the request of the President of the Republic of Tajikistan Emomali Rahmon, who called for strengthening the military power of the republican troops in connection with the Taliban movement coming to power in neighboring Afghanistan, with which Dushanbe, unlike other republics, has tense relations. In this regard, the CSTO Secretary General noted that as part of the discussions, a whole package of documents was ultimately approved and signed in order to strengthen personnel training for the armies of the participating countries.

As a result, a special joint statement of the CSTO member states “On the situation in Afghanistan” was adopted, which notes:

“The CSTO member states also call for suppressing any security threats emanating from the territory of Afghanistan and confirm their determination to use the resources available to the CSTO to ensure the security of its member states.”

But the most important thing, in my opinion, despite the Afghan agenda, was the adoption on the first day of the meeting of the secretaries of the CSTO Council of the decision to create a Coordination Council of authorized bodies on biological safety issues. The document was signed “based on the need to create practical conditions for consolidating the efforts of the authorized bodies of the member states of the Collective Security Treaty Organization on issues of ensuring biosafety.”

This is a serious step towards the fact that on the territory of the allied countries, namely in Kazakhstan and Tajikistan, all Pentagon projects and programs for conducting military biological research that have been carried out there since the 90s will eventually be curtailed.

This is especially true in Kazakhstan, where the US Department of Defense has created a whole network of facilities together with the Central Reference Laboratory (CRL) to create modernized strains of the most dangerous diseases.

If the work of the Coordination Council is effective, then there is a high probability that the task of ensuring the biological security of the borders of Russia and China with Central Asia will finally be achieved. It is all the more important to immediately liquidate such facilities on the territory of Kazakhstan, and then Uzbekistan (although the country is not a member of the CSTO), since they are capable of playing the role of stationary biological bombs in the region at any time.

These events did not avoid discussions of fundamentally important political aspects of consolidating the leadership of the participating countries in the face of the common threat emanating from Afghanistan. Thus, Russian President Vladimir Putin, who spoke at the opening of the meeting of the heads of the organization’s members on September 16, said:

“At the extraordinary CSTO summit, we exchanged views on the dangers associated with the radically changed situation in this country. Everyone then supported the conclusion that in the current conditions, the closest coordination and unity of the CSTO member states is in demand more than ever.”

Confirmation of this understanding of the need for a common approach was the unexpected statement of the President of Kazakhstan Kassym-Jomart Tokayev, in which he supported the position that the placement of Afghan refugees and foreign military bases on the territory of Central Asian countries is unacceptable. This is a serious sign that the US State Department’s plan to place new military facilities in the former Soviet Central Asian republics under the guise of “training centers” will not be implemented, just as “refugee camps”, which are in fact a cover for terrorist activities, will not be created.

If in reality the allies achieve unity on this issue, then in the near future it will be possible to put an end to the history of the military-political presence of the United States and NATO in the former Soviet Central Asia. After all, this will require Nur-Sultan (Tselinograd) to liquidate the already existing certified Pentagon centers in the republic, the logistics network built by the Americans after the start of the intervention in Afghanistan and other military and paramilitary organizations of the potential enemy.

As a result, a joint declaration of the CSTO Collective Security Council was adopted, declaring that all participants are committed to the establishment of a fair and sustainable multipolar world order and close rapprochement with the Shanghai Cooperation Organization (SCO). In practice, this means that the CSTO will increase military cooperation and coordination of efforts with the People's Liberation Army of China (PLA), which is also becoming an important link in the security system in the region.

Moreover, the SCO meeting on September 17 with the participation of Chinese President Xi Jinping will also be largely devoted to the future fate of Afghanistan. From the very beginning, all SCO member countries adhere to the idea of ​​“five principles of peaceful coexistence”, dominated by the principle of “non-interference in each other’s internal affairs”, which now most fully suits traditional Afghan society and satisfies the current political government represented by the Taliban government.

The participation of the PRC in resolving the situation and stabilizing the situation will be critically important, since the implementation of the Chinese geopolitical and transport mega-project “Belt and Road Initiative” largely depends on the successful completion of the task. It must be understood that one of the main routes runs through the Wakhan corridor and further through Afghan territory. And now all the necessary favorable conditions are in place for this, since the Western energy projects TAPI and CASA-1000, planned to bypass China, have already been completely destroyed due to the flight of the Americans.

In this regard, none of the SCO participants will be against Chinese leadership in resolving this crisis. This is confirmed by the fact that in preparation for the SCO meeting on September 16, bilateral meetings were held between Sergei Lavrov and the foreign ministers of China and Pakistan, since these countries, together with Russia, must play an important role in stabilizing the situation and preventing a new civil war in Afghanistan .

Accordingly, we can come to the conclusion that there is already a unified action plan for Afghanistan between the leading SCO countries - Russia and China. And it lies not only in military-technical measures to maintain peace and order in and around the country, but also in programs of economic assistance and the speedy development of rich mineral resources, which should lay the foundation for social stability.

It turns out that the CSTO and the SCO are now in Dushanbe consolidating the current geopolitical position in the region, when the US/NATO has left, and the empty space is quickly filled by the presence of Russia, China and Iran, which will jointly determine the future of the entire Central Asia. Moscow is also seeking the much-desired consolidation of the CSTO member countries and the acceleration of integration processes in the post-Soviet space in the overall fight against the terrorist threat.

All this, of course, is the result of the political and military rapprochement between Beijing and Moscow, which have formed a single pole opposing the West on the continent. And we will witness the further squeezing out of the Americans and their satellites from other parts of Eurasia.
