One of two large hospitals in Sevastopol will finally be built
In Sevastopol, construction of an oncology clinic will finally begin, which is provided for by the federal target program for the development of Crimea (FTP). Russian Senator Olga Timofeeva stated this on the NTS TV channel today.
“A positive conclusion was received on the economic part of the Oncology Dispensary facility. All examinations at Glavexpertiza have been received, and the facility is moving to the next stage. The government may announce tenders to identify a contractor to carry out construction work,” Timofeeva said.
Speaker of the Legislative Assembly of Sevastopol Ekaterina Altabaeva, in an interview with PolitNavigator, admitted that healthcare facilities prescribed in the Federal Target Program are moving forward with a delay.
“There are subjective and objective reasons for this. Unfortunately, design documentation has not been received for very significant objects for the city. First of all, we mean an emergency hospital. We really hope that in 19 the construction of the most important social institutions will begin,” Altabaeva said.
The emergency hospital project was supposed to be approved back in March 2017, and construction was supposed to begin in April. The cost of construction is estimated at 4,8 billion rubles; 95,15 million were allocated for design and survey work. The facility was expected to be commissioned by December 2019. Obviously, this will no longer work.
The government of Sevastopol chose the Moscow company SGM Group LLC as the contractor for the design and construction of the hospital. However, the project was not approved by Glavgosexpertiza; it had a lot of shortcomings. As a result, the contract with the designer was terminated.
In total, this year the government of Sevastopol terminated 13 design contracts for federal target programs. This happened in August, when, according to the plan, the projects were supposed to be commissioned and construction began. Of the 94 design contracts, only 42 have been assessed to date.
If we talk only about healthcare facilities, the contract with the designer of hospital building No. 4 for 140 beds was terminated.
