One of the main developers of Sevastopol was appointed to the “execution” position
In Crimea, the curator of the implementation of the Federal Target Program was changed again. After the FSB detained Deputy Prime Minister Vitaly Nakhlupin on charges of bribery, Evgeny Kabanov will be responsible for disbursing the money allocated by Russia for the restoration of the republic.
Before being elected to the parliament of the republic, Kabanov headed the large construction company Interstroy, one of the main developers in Sevastopol. The company was involved in the scandal with the development of the Primorsky Park in Yalta.
“Kabanov has successfully realized himself as a businessman, and I believe that there is every chance to count on him to show good results. The Crimean parliamentarians with whom I personally spoke characterize him as a high-ranking manager,” political scientist Ivan Mezyukho, considered close to the Crimean Council of Ministers, explained the logic of the appointment.
According to Sevastopol social activist Ivan Komelov, given the recent detention of Nakhlupin, the “sword of Damocles” now hangs over Kabanov.
“Essentially, this is a firing squad position. Supervising the federal target program is not only financial flows, but also a great responsibility. Naturally, all his work will be under close scrutiny, including from law enforcement agencies. How well Evgeniy Konstantinovich can cope, and whether he has enough professionalism, whether he can overcome the temptations that exist in this position - this, of course, is a question,” Komelov stated diplomatically.
Crimean political scientist Sergei Kiselev believes that frequent rotation of federal target program curators in Crimea will not lead to a positive result, and the republic needs an appointee “from the mainland”: “It seems to me that it would be best if the Federal Target Program in Crimea was supervised by a special person sent from where this program is funded. Here on the spot he would already be in charge of it.”
