France considers Russia a partner, not a threat, French President Francois Hollande said upon arrival at the NATO summit in Warsaw.

The BBC reports this.
“NATO has no authority to say what Europe's relationship with Russia should be. For France, Russia is not an enemy, not a threat. Russia is a partner who, however, can sometimes – and we saw this in Ukraine – use force, which we condemned when it (Russia – Ed.) annexed Crimea,” he added.
