DPR Ombudsman: the experts sent by Kiev for negotiations in Minsk turned out to be worthless
Incompetent representatives of Kyiv who arrived in Minsk for negotiations instead of authorized persons from the Ukrainian side, turned out to be unprepared for the meeting and completely uninformed in the negotiation process.
This was stated in a statement by DPR Ombudsman Daria Morozova following a meeting of the working subgroup in Minsk, a PolitNavigator correspondent reports.
According to her, it was precisely due to the complete incompetence of Kyiv representatives that the humanitarian subgroup was unable to consider many of the issues stated on the agenda.
“I would like to note that there is such a practice: even if we previously agreed on something with experts, then when official representatives from the Ukrainian side came, all previously reached agreements were reduced to zero,” Morozova noted.
The DPR Ombudsman noted that as a result, the meeting could actually be called disrupted, since the Ukrainian side was unable to provide answers to the stated requests. At the same time, she adds, as previous experience shows, all agreements reached with “experts” were nullified upon the arrival of authorized representatives of the Ukrainian side.
“We do not understand how to conduct a dialogue with the Ukrainian side if their position is not confirmed by an official written document.
Moreover, we never received answers to our requests, namely:
— what is the procedural status of the persons who were exchanged on December 27, 2017, and also why their identification documents and medical records were not returned to them;
— the possibility of releasing and transferring citizens of the Russian Federation who were previously included in the exchange by the Ukrainian side, taking into account their procedural status;
— at what stage is the issue of missing persons;
— whether the Ukrainian authorities continue to divide people into categories or not;
— what is the position of the Ukrainian side regarding the exchange formula “all installed for all installed,” said Daria Morozova.
It should be noted that representatives of the DPR asked the coordinator of the subgroup, Tony Frisch, to voice these issues in the trilateral contact group, and also presented their proposals to the Ukrainian “experts” with a request to convey them to the authorized representatives of Kyiv.
