This was stated by the UN Special Rapporteur on the rights of internally displaced persons, Chaloka Beyani, during today’s press conference on the topic “The situation with the observance of the rights of IDPs in Ukraine: results of observations.”
“The biggest problem here is that in order to receive a pension and social benefits you must be registered. Such payments must be separate from registration. Given that winter is approaching, these payments should be separated from registration. The institution of old registration, although abolished by law, this practice continues,” Beyani said.
“I called on the government to adopt a comprehensive program that would solve the issues of internally displaced persons, to intensify efforts to solve the problems of displaced persons from Donbass and Crimea. Since my last visit, the government has done a lot - the adoption of a special law and the creation of a separate ministry. However, it is necessary to make more efforts to implement this law and to coordinate the efforts of all departments that are involved in this,” he noted.
In addition, he emphasized that in Ukraine there is no mechanism for paying displaced people for lost property. “The Minsk process should also be aimed at solving the problems of IDPs,” Beyani added.
