Militias proposed to give Donbass under OSCE control – media

They propose a ceasefire, a ban on aviation flights, and dividing the security zone into sectors under OSCE control.

“In order to stabilize the situation and stop the bloodshed in the southeast, a number of measures are proposed, first of all, the introduction of a temporary ceasefire from 15:00 on September 5 by the security forces of Ukraine and the militia of the southeast,” said the leaders of the self-proclaimed republics.
They propose creating a security zone and dividing it into five sectors, with observers in each of them. They proposed to transfer control over compliance with the ceasefire to the OSCE.
“Under the auspices of the OSCE, carry out international control of compliance with the terms of the ceasefire and monitoring the situation, to do this, divide the created security zone into five sectors, in each of which have an observer mission of up to 40 people with 3-4 stationary and two or three mobile observation posts ", says the draft. At the same time, posts must be provided with means of surveillance, communication and video recording.
According to the militia's project, all military aircraft flights over the conflict zone should be prohibited from 15:00 Friday, September 5. In addition, from the morning of September 7, it is proposed to create humanitarian corridors for refugees and the delivery of humanitarian goods to the cities of Donetsk and Lugansk regions.
The plan proposed by the leaders of the unrecognized republics largely coincides with the one put forward by President Putin on August 3.
