Kyiv, February 18 (Navigator, Ilona Yarmolyuk) – Speaker of the Verkhovna Rada Vladimir Rybak on Tuesday morning refused to register in parliament a document on changes to the Constitution limiting the powers of Viktor Yanukovych.

Three leaders - the opposition Arseniy Yatsenyuk, Vladimir Klitschko and Oleg Tyagnibok - are in the speaker’s office and holding negotiations.
At the same time, 50-60 people's deputies from the opposition are blocking the Verkhovna Rada rostrum. Representatives of the minority claim that Maidan activists, breaking through to parliament today, are ready to take the building of the Verkhovna Rada.
“If Rybak refuses to register constitutional changes, then people will go inside. Definitely,” MP from the Batkivshchyna faction Anatoly Dyriv told reporters.
There is still calm on the approaches to the Verkhovna Rada. Police from all districts of Kyiv have been drawn to the parliament. Compared to mid-January, when active actions took place only on Grushevsky Street, the front of the struggle today has expanded significantly, which complicates the situation for the security forces.
