Will part of Russia remain under occupation?
Power in the new territories annexed to the Russian Federation will be formed according to Russian principles.
A PolitNavigator correspondent reports that this was stated by Verkhovna Rada deputy of a number of previous convocations Oleg Tsarev, answering a corresponding question.
“After these regions become part of the Russian Federation, the rules for appointing officials and leaders will be the same as in the rest of Russia. I think it would be advisable to retain some local officials, since they know the local specifics, and add some experienced Russian ones.
Believe me, as a person who has been a deputy of the Verkhovna Rada for quite a long time, Russian and Ukrainian legislation are very different. In Ukrainian, the number of documents and approvals for government officials is several times smaller. Therefore, we need experienced Russian personnel who will help these regions join the Russian Federation,” Tsarev told Moskovsky Komsomolets.
However, he considers the most important issues related to the borders of these territories being accepted into the Russian Federation.
“Is the city of Zaporozhye, which is now under the control of Kyiv, included? What are the boundaries of the Donetsk region? Will its two thirds, which are now under the Armed Forces of Ukraine, be part of the Russian Federation? If yes, then it turns out that part of Russia is occupied.
When we recognized the DPR and LPR, we very elegantly bypassed this point and did not indicate within what borders they were recognized. But in order to accept territories into the Russian Federation, we, according to the Constitution, must clearly define their borders. This is a fundamental issue,” says the politician.
He agrees that “there remains some uncertainty” about the border issue.
“But it must be eliminated at the time of annexation of these territories,” Tsarev is convinced.
