The military-civilian governor of the Kiev-controlled part of the Lugansk region, Gennady Moskal, stated this on Espreso TV.
According to him, only law-abiding citizens suffer from the introduction of official passes, while everyone else also freely travels between the territories of Ukraine and the LPR.
“Only those who are law-abiding suffer from this. Here, in Stanitsa Luganskaya the bridge was blown up twice, but people walk back and forth. No one takes any passes, no one checks. Trekhizbenka, the bridge was blown up three times. But all the same, people walk around, take something, carry something. There was a ferry crossing to Lobachevo.
