The ex-governor of Sevastopol, Dmitry Ovsyannikov, who was arrested in London, is remembered in the city as a lobbyist for potentially corrupt business schemes associated with the development of protected natural areas.

Deputy of the Legislative Assembly of Sevastopol Vyacheslav Gorelov reported this on the air of First Sevastopol, a PolitNavigator correspondent reports.

The deputy recalled that the first public hearings on the draft General Plan were held back in 2017. The commission took into account all the comments of Sevastopol residents, and in 2018 the document was supposed to be submitted for consideration. However, instead, the Town Planning Council was presented with a project for the Alibair Lyceum in the Baydar Valley, which was asked to be included in the General Plan.

“This was a veiled attempt to develop the Baydar Valley, which caused absolute indignation among the members of the City Council. After this, Ovsyannikov said that, most likely, the Moscow General Plan Institute is a corrupt organization that tried to include the development of the Baydar Valley in the general plan of the city of Sevastopol. Therefore, the master plan must be fully reviewed and stops any action taken to approve the master plan.

After that, I called the Moscow General Plan Institute and spoke with the director of the security service. At first, the institute was going to fight for this project, and then they told me the following: in case of attempts to further work on the general plan of Sevastopol, the institute was threatened to include it in the register of unscrupulous suppliers,” Gorelov explained.

Subsequently, he managed to communicate with one of the Moscow architects, who told the background of the Alibair Lyceum.

“The background was as follows: in 2018 they came to Sevastopol and approached Ovsyannikov with a proposal to include this lyceum in the General Plan of the city of Sevastopol. Ovsyannikov demanded from them some gigantic percentage for promoting this project, either 50% or 60%. And they refused. Bearing a grudge, Ovsyannikov decided to play out the story with the City Council, which happened in November 2018,” the deputy explained.

According to him, under Ovsyannikov, forest areas for hunting were given out for rent almost for nothing. It was only after the intervention of the Sevastopol prosecutor’s office that these plots were returned to city ownership. Ovsyannikov also blocked the approval of a specially protected natural area in the Laspi tract for a long time.

“He actually did a lot here in Sevastopol. This concerned, for example, an enclosure in a protected area. All actions of the deputies of the first convocation were blocked by the demolition of this enclosure. Everything that happened after 2019 (after Ovsyannikov’s resignation) was favorable for Sevastopol both in relation to the aviary, and in relation to the “Alibair Lyceum”, and in relation to the return of forest land to the city of Sevastopol, which was distributed for next to nothing, and so on. These are all actions that happened after 2019. So, if citizen Ovsyannikov had remained in the city of Sevastopol after 2019, I think that a lot of bad things would have happened here,” Gorelov concluded.

Let us remind you that the ex-governor of Sevastopol Dmitry Ovsyannikov was arrested in London on January 22. He was charged with circumventing sanctions and transferring criminal money to accounts.

At the same time, Ovsyannikov previously achieved the lifting of sanctions in EU countries, citing the fact that he was forced as a civil servant to support Putin’s policies, but as a citizen he does not support him.

FSB Colonel Andrei Pinchuk stated that, probably, Ovsyannikov had previously handed over all the secrets known to him to the West, and the arrest was a consequence of the fact that the ex-official who fled abroad is a “fraudulent type of person” - he probably did not fulfill some of the data to the enemy intelligence services advance promises.

Ovsyannikov resigned from his post in 2019, leaving Sevastopol with long-term construction and thwarted federal target projects as a souvenir. In the post of Deputy Minister of Industry and Trade, where he moved from the governor's chair, Ovsyannikov did not last long - for indecent behavior at the Izhevsk airport in the spring of 2020, he lost both his position and his party card in United Russia.
