Kyiv’s refusal to complete construction of the Khmelnytsky NPP did not come as a surprise to Moscow
Moscow - Kyiv, December 17 (PolitNavigator, Mikhail Stamm) - Ukraine may denounce the intergovernmental agreement with Russia on the construction of the third and fourth units of the Khmelnytsky NPP, the head of NNEGC Energoatom, Yuri Nedashkovsky, said yesterday. In Kyiv it was announced that the Russian project for the completion of the nuclear power plant does not suit Ukraine. “They (Rosatom and Atomstroyexport) are proposing a project that is outdated and does not meet the conditions of the competition,” said the head of the relevant department of the Ministry of Energy of Ukraine Grigory Mulyar.
The agreement with Ukraine on the completion of the Khmelnitsky nuclear power plant was signed in 2010 and ratified by the Verkhovna Rada in January 2011; a law on this was adopted in September 2012, the publication recalls. At the nuclear power plant, two 1 GW units with a VVER type plant must be built. Their commissioning was originally planned for 2015-2016.
The agreement provides for financing through a loan from Sberbank; Rosatom estimated the cost of the project at $5-6 billion, the share of Russian financing at $4 billion. But definiteness regarding the loan was never achieved.
Kyiv had previously announced its intention to refuse cooperation with Russia, and in October, Ukrainian Prime Minister Arseniy Yatsenyuk instructed Energoatom to speed up the completion of the nuclear power plant in cooperation with European partners, including the Czech Skoda (controlled by Gazprombank).
Experts interviewed by the publication say that what was happening was expected and did not come as a surprise to anyone in Moscow. Government agencies of the Russian Federation associated with the contract have so far refrained from commenting.
