As of today, clause 3.2 of Art. 8 of the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” obliges foreigners, including Ukrainians, when applying for a residence permit to provide a document from an authorized body of a foreign state confirming the foreign citizen’s application to renounce his foreign citizenship .
As indicated in the explanatory note to the bill, due to the refusal to issue this certificate by the Ukrainian authorities, many Ukrainian citizens are experiencing problems obtaining a residence permit in the Russian Federation. At the same time, the system of renunciation of citizenship in Ukraine itself is a multi-stage and complex bureaucratic procedure.
To solve this problem, legislators propose to add to Art. 8 Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” new clause 3.2.1: “The requirement to provide the documents specified in clause 3.2 of this article, submitted by a foreign citizen along with an application for a residence permit, does not apply to citizens of Ukraine” .
At the same time, legislators propose to abandon the need for a bureaucratic reaction from the Ukrainian side when accepting Ukrainian citizens as Russian citizenship, they write "News".
