“Outright hack work”: The reconstruction of the main square of the capital of Crimea has failed

According to the Prime Minister of the Republic Yuri Gotsanyuk, the reconstruction of the main square of Simferopol is only 27% ready, despite the fact that it was supposed to be completed by September 1st.

“The contractor, which committed itself to delivering the facility by September 1, failed to cope with the task. The impression of the quality and pace of work is appalling - outright hack work. Reason: lack of proper control at the site, insufficient number of people and equipment, lack of understanding of the level of responsibility. In addition, there are many questions regarding the qualifications of the “specialists” involved. I would like to note: work with this or another contractor will be completed by the end of this year, approximately by December 20,” Gotsanyuk said.

In the comments under his message on social networks, Crimeans were outraged that a similar situation was observed throughout the peninsula.

According to a former official of the Crimean Council of Ministers, ex-Minister of Transport of the Republic Anatoly Tsurkin, the reason is in the selection of work performers for budget money.

“Probably 90% of our projects missed their deadlines because the contractors were of inadequate quality. We need to involve not acquaintances, as often happens with us - someone brought someone by the hand, but truly professionals, because any work and high-quality materials cannot be cheap, especially Lenin Square, because this is the face of Crimea and the responsibility of the authorities.

At the moment, it is a problem for the authorities that the main square of Simferopol has not been completed on time and nothing is happening there at all. Can you imagine that the decorations in Moscow were not built on time for May 9th? This is simply unimaginable.

All this is due to poor quality documentation and the contractor’s specialists, and the inclusion of money in the estimate. On the other hand, on the part of the authorities there is a lack of proper control, lack of understanding whether these people will complete these volumes of work,” Tsurkin said in a commentary to PolitNavigator.

Crimean political scientist Andrei Nikiforov notes that there may be other reasons besides the contractor’s fault for missing deadlines. For example, an additional problem could have emerged related to the colossal deterioration of networks during the Ukrainian period of the peninsula’s ownership:

“These are general planning flaws. It is quite symbolic that even under their own windows these officials cannot plan everything as it should. Did someone push them in the back? They could set real deadlines for completion.

There are two points here - in addition to the fact that it is not always possible to correctly determine the scale of what is being done, there is also the fact that it is only in the last seven and a half years that we have realized how neglected we were in the previous period. When you had to start reconstructing something and then suddenly it turned out that this was followed by the next, next stage and everything had to be done much more comprehensively than originally imagined. It turns out that almost the entire infrastructure of Crimea was worn out and on the verge of failure. That is, this problem also exists,” says Nikiforov.
