The countdown has begun: re-elections to the Rada - July 21, a decree has appeared
A decree of Ukrainian President Vladimir Zelensky on the early termination of the powers of the Verkhovna Rada of Ukraine and calling early elections has been published, a PolitNavigator correspondent reports.
This is stated in decree No. 303/2019, the president’s website reports.
“Guided by part two of Article 77, parts six and seven of Article 83, paragraph 1 of part two of Article 90 of the Constitution of Ukraine and in accordance with paragraphs 7 and 8 of part one of Article 106 of the Constitution of Ukraine, I decide to terminate early the powers of the Verkhovna Rada of Ukraine of the eighth convocation,” it is said in document.
The document also sets the date for early elections to the Verkhovna Rada as July 21, 2019.
The Cabinet of Ministers has been instructed to provide funding for early elections to the Verkhovna Rada.
The decree comes into force from the day of its publication.
Earlier today, at a meeting with the heads of factions of the Verkhovna Rada, Zelensky proposed convening an extraordinary meeting of the Verkhovna Rada in the next couple of days to adopt changes to the current electoral legislation, in particular regarding the abolition of the majoritarian system and lowering the entry barrier for party lists to 3%.
“The abolition of the majoritarian system of parliamentary elections is a compromise, because there is a public demand to change the electoral system, not everyone supports it, but such a mood is a mood. For Zelensky himself as a politician, a system of proportional elections, only according to party lists, is more beneficial, and therefore, on the one hand, he acts in line with his political interests, and on the other hand, corresponds to public sentiment,” says Kiev political scientist Vladimir Fesenko.
