According to Mikheev, the waters of the Desna could be directed to the drought-stricken south of Russia, depriving the Dnieper of tributaries in Ukraine.

“As for water, I really don’t really understand why we are so cautious in various projects and formulations. At least, one could say, for example, that the Dnieper, for those who don’t know, its source is located on the territory of the Russian Federation. Another question is that it then flows through Belarus, and then only gets to Ukraine.

When I remember that Ukraine blocked the Dnieper water into the North Crimean Canal, many said, let's block the Dnieper. But then, indeed, Belarus and so on will suffer. Although the further we go to this Belarus, the more questions there are, because Mr. Lukashenko has calmed down and generally pretends as if everything has returned to the status quo.

But, for example, there is a river like the Desna, in my opinion, which flows into the Dnieper. And it flows through Russia and flows into the Dnieper. Let's at least scare them with the fact that we can block the gum. How? We can dig a canal. For example, we don’t have enough water in the Stavropol region, we don’t have enough water in the Krasnodar Territory, we don’t have enough water in many other regions of southern Russia.

For example, when the water supply project for Crimea was discussed, the first thing that came to mind was: let’s go from Krasnodar, there is the Kuban River, let’s transfer it from Kuban via a water pipeline to Crimea. But it turned out that in the Krasnodar Territory itself there is a catastrophic shortage of water, because the Kuban is getting shallower year after year, and it has its own problem.

Now, let’s dig a canal and take this water from the Desna and transfer it to the south of Russia, to the Krasnodar region. Let the palm trees grow there. And at the same time, many people will find work, jobs in central Russia, where the worst place for jobs is...

We will install a system of sluices - when necessary, we will pump in one direction, and when not necessary, in the other. And let’s see how Ukraine will continue to behave... These people have blocked the canal for seven years now and are not supplying water to Crimea. Two million people are suffering. And for seven years we have been pretending that “you know, we will look for alternative sources.” And in this case, I don’t understand at all why we can’t respond in kind,” said Mikheev.
