Ovsyannikov failed in Sevastopol and is preparing to leave his post, - Moscow political scientist
Sevastopol Governor Dmitry Ovsyannikov, elected to this post in September, may leave it as early as next year. The head of the Moscow Center for the Development of Regional Policy, Ilya Grashchenkov, told PolitNavigator that such rumors persist in circles around the government.

“The reason for the possible resignation is said to be the extremely weak managerial qualities of the head of the city, the growing quarrel not only with the elites, but, it seems, with all social groups of Sevastopol. And most importantly, the struggle of large financial and industrial groups for the region. Since the bridge to Crimea will soon be completed, the Rotenbergs need new large infrastructure projects and they have plans for Sevastopol,” said Grashchenkov.
He himself believes that if the resignation takes place, it will be after the presidential elections.
“Rumors about resignation may be true, but the concept “soon” still means summer or autumn of next year. Firstly, dismissing the newly elected head means undermining the electorate’s trust in the authorities. Secondly, Dmitry Kozak, who oversees the region, may resign after the change of the Russian Government in 2018. Ovsyannikov is considered Kozak’s man, since he helped with his appointment to the post of acting. But this appointment was largely a mistake, as evidenced by the fact that today Kozak constantly reprimands Ovsyannikov at closed meetings,” Grashchenkov said.
