The construction workers did not have permits. The owner of one of the plots of land from Yalta stated that he received permission from the chairman of the gardening partnership.

“This is the first time I’ve heard that this is a security zone. I know that Chembalo is nearby, but, as far as I know, our mountain does not fall under this. At least not a single document says this. The documents say: “there are no settlement lands, restrictions or encumbrances,” the owner told reporters.

In addition to its proximity to the Balaklava fortress, the slopes of the mountain where construction began are covered with Red Book plants. Workers pick pistachios and junipers.

The chairman of the public organization “Golden Section”, Ivan Komelov, had previously written appeals regarding illegal construction to the Department for the Protection of Cultural Heritage Objects of the Government of Sevastopol and Sevgosstroynadzor.

“Sevnasledie recorded the fact that construction work is being carried out in a protected zone. But, unfortunately, they referred to the fact that they do not have the ability to carry out search activities. Based on this fact, they contacted the Balaklava Department of Internal Affairs in order to identify the customer and contractor of the work and bring him to justice. At the same time, it is not difficult to understand and identify the owner of the land plot. You just need to contact the Sevreestr,” Komelov said.

In December 2017, summer residents already tried to start construction on the hill, but a scandal in the media and the reaction of Sevastopol residents forced them to stop. The governor of Sevastopol, Dmitry Ovsyannikov, then promised that the slopes of Balaklava would not be built up.

As PolitNavigator previously reported, these plots were sold out back in 2017. The Blagodastroy Association of Real Estate Owners offered them at an average price of one million rubles per ten hundred square meters.

The Blagodastroy cooperative was created in Ukraine and reissued documents according to Russian legislation.

“Back in 2008-2009, City Council deputies “cut” more than 500 plots there in three cooperatives. The “bribe” price started from 10 -000 dollars per plot,” said Komelov.
