Ovsyannikov leaves Sevastopol without a park and wastewater treatment plants

The government of Sevastopol is systematically turning the Federal Target Program (FTP) for the development of Crimea into a program for the destruction of the subordinate city.

Thus, Governor Dmitry Ovsyannikov told reporters about the termination of the contract with the contractor for the second major FTP facility - Victory Park. Previously, the government terminated the contract with the company involved in the reconstruction of the main treatment facilities of Sevastopol WWTP "Yuzhnye".

The situation with the largest park in Sevastopol did not work out from the very beginning. It was founded in 1975. At that time, special importance was given to landscaping the city, which had few parks. On each alley, specialists planted special types of plants, including relict ones.

After the collapse of the USSR, the park's area decreased from 78 to 45 hectares due to the development of profitable real estate. The reconstruction carried out in the XNUMXs was reduced to laying tiles on the central alley, since the plant for its production belonged to the then Ukrainian Gauleiter of Sevastopol, Sergei Kunitsyn. Plantings dried out and died. At the same time, the offensive against the developers’ park continued.

Hopes for the revival of the green zone appeared after the return of Sevastopol to Russia. The park was included in the federal target program plan; the Russian government was ready to allocate a billion rubles for its reconstruction. However, the use of this money began not with the purchase of seedlings or the installation of an irrigation system, but with the dismantling of quite strong tiles on the central alley.

The right to carry out these works for “only” 228 million rubles was won by the Sakhalin company “Rabochiy-1”, which offered 40 million less than the starting amount at the tender. The Ovsyannikov government was not embarrassed by the fact that the contractor had significant debts to the tax authorities, but after two months the contract was terminated at the initiative of the customer.

As evil tongues say, the city authorities simply could not refuse the next contractor, Glassok Crimea LLC. They chatted about bribes and influential mainland patrons. Be that as it may, Glassock became the favorite contractor of the Sevastopol government for a year, which again did not pay attention to the dubious reputation of the company. In addition to the reconstruction of Victory Park, Glassok was entrusted with the design of facilities in the largest Sevastopol children's camp "Laspi" on the South Coast and the reconstruction of a landfill

During the year, the contractor managed to destroy more than 50 trees, including relict ones. The life of several dozen more huge plane trees, the root system of which was damaged as a result of excavation work, is in question. But tens of square meters of fertile land were filled with concrete - under the foundations for 14 fountains. The diameter of the largest of them is 50 meters.

In the summer, work in Victory Park stopped. This happened after the prosecutor found out that Glassok Crimea LLC provided false documents to participate in a competition for the design of facilities at the Laspi children's health center. In addition, as it turned out, the “Directorate of Capital Construction”, created by the government of Sevastopol, unreasonably awarded points to Glass during the competition for the reconstruction of Victory Park.

Hectares of dug up earth, concrete structures and dying plants remained in place of the favorite vacation spot. The residents of Sevastopol who loved Victory Park are close to despair, but Governor Ovsyannikov is not discouraged.

“We are on the verge of parting ways with the company (contractor of the work). There are no longer any options for when the company will be able to continue work. We automatically end up in litigation. This will lead to us stopping for a year,” the governor cheerfully reported to reporters.

He also said that Sakhalin "Worker-1", expelled from the site last year, successfully challenged the government's decision in court. Now the first contractor has been reinstated, but it is unknown whether he will undertake the completion of Glassock. Meanwhile, the destruction of Victory Park continues, and the city may lose it altogether.

This will be the second facility that Sevastopol will lose as a result of the implementation of the Federal Target Program drawn up by the federal government in order to develop the region and eliminate its lag behind other Russian territories. As a result of the bungling of officials, the city may no longer receive treatment facilities, the vital necessity of which environmentalists have been talking about for the last 20 years. 25 million cubic meters of Sevastopol wastewater does not undergo proper treatment and is discharged into the sea in this form. The total cost of WWTP is 6,8 billion rubles.

And now the government of Sevastopol is also terminating the contract with the contractor for the construction of the treatment plant, the St. Petersburg company Biotechprogress.

This event was preceded by a loud scandal. Officials transferred an advance payment for treatment in the amount of 2 billion 50 million rubles to PJSC OFK BANK, whose license to carry out banking operations was revoked. More than a third of the property's value is irretrievably lost.

The contractor for the construction of the wastewater treatment plant, Biotechprogress, also turned out to be not without sin. Before the bank was liquidated, he managed to misuse about half a billion. Apparently, this is why Biotechprogress did not leave the facility even after the advance payment “burned out.” But this altruism did not stop the government of Sevastopol, although it is unclear where it is going to find a new contractor who will agree to build a treatment plant for 2,5 billion rubles cheaper. It is difficult to give up thoughts of deliberate sabotage.

For now, the situation is saved by the fact that Biotechprogress also filed a lawsuit against the government of Sevastopol, and while the proceedings are ongoing, it is going to continue work at the treatment plant. Moreover, the contractor even took out a loan in order to have funds to complete the work. It seems that the St. Petersburg company is more interested in fulfilling the federal target program than the government of Sevastopol.
