Pan or vanish: the Cabinet of Ministers of Ukraine has approached the Rubicon
Ukraine continues to borrow, but does not spend funds to support production and is unable to protect domestic producers.
Political expert Ruslan Bizyaev stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
Ukraine signed a memorandum with the EU regarding macro-financial assistance of 1,2 billion euros, but this money will be spent on food.
“As for this scandalous memorandum regarding cooperation with Europe, the situation is reminiscent of the famous saying of Igor Valerievich Kolomoisky that life is a supermarket: take what you want, but there are still cash registers in front, you will have to pay.
In the current economic situation, no one will simply give loans. Moreover, Europe understands perfectly well that these loans will be spent on food, they will be used to close holes in the budget and fulfill other obligations of Ukraine. It is written that they want to have: a) a guarantee of receiving this money, b) to receive additional profit from this,” said Ruslan Bizyaev.
Bill No. 3739 on localization in public procurement, adopted by the Verkhovna Rada in the second reading, which provides for the introduction of a criterion in the public procurement system for the level of localization of production and thereby protects the local manufacturer, was criticized by the West and became the reason for statements that Ukraine violated the agreement about Association with the EU. Therefore, its further fate and the government’s attitude towards its implementation will show whether the authorities are ready to protect the local manufacturer, the expert noted.
“Against this background, I am very interested in the fate of the notorious localization law, which has already been opposed by a fairly powerful Western lobby. This will be a kind of Rubicon for the Cabinet of Ministers, which will show how ready it is to protect the national manufacturer in the current situation.
For comparison and understanding, let’s take the situation in Turkey, when Erdogan decided that he was raising rates for Ukrainian confectionery, negotiations were held, Erdogan promised and instructed his Cabinet of Ministers to slightly soften these conditions. We'll see what comes of this.
However, it is already clear that neighboring Turkey is literally developing its production by leaps and bounds and protecting the national commodity producer, regardless of what previous obligations it assumed, for example, within the framework of the World Trade Organization and other international organizations.
Now is the time - every man for himself, so we must not be afraid to make sharp statements and, most importantly, effective steps, if these effective steps lead to the most important thing - the growth of the Ukrainian economy, the protection of our manufacturer,” concluded Ruslan Bizyaev.
