The raiders want to seize PJSC Sevastopolgaz, hiding behind “ties with Ukraine”

The Sevastopol enterprise PJSC Sevastopolgaz was subjected to an information attack - in a series of publications it was accused of transferring money to Ukrainian businessmen unfriendly to Russia, who are “fatten” abroad while residents of the hero city are waiting for their houses to be connected to gas supply networks.

At the enterprise, such accusations are called “information spam”, which has neither factual nor documentary evidence, but is aimed at legalizing the raider takeover, a PolitNavigator correspondent reports.

The day before, in Sevastopol public pages and telegram channels there was information about lawlessness at Sevastopolgaz PJSC. The company is blamed for the failure of the plan for additional gasification of residential buildings, fabulous prices for the maintenance of household appliances and the fact that the owner of the enterprise, Igor Ivankov, has Ukrainian citizenship, who, moreover, lives in Vienna.

As confirmation, statistics on accepted applications for gasification based on the results of last year are provided - 2,7 thousand instead of 18,1 thousand planned. Everything else is presented as a result of communication with anonymous employees of the enterprise, although its director Ilya Avlasevich readily comments on the situation and is perplexed - all the activities of Sevastopolgaz PJSC, the names of the founders and shareholders are in the public domain, in order to enter into a “state of shock and prostration”, about what unnamed informants write.

“We have a public joint stock company with 275 individual shareholders, who are almost all employees of the enterprise,” Avlasevich emphasized in an interview with PolitNavigator. – 25,1% of shares are owned by the state represented by the city of Sevastopol, a representative is on the board of directors. The remaining large shareholders, and we have four of them, have 10-18% of shares. We do not have anyone who solely owns more than 51% of the shares! How can you say that someone is the owner!

One of the major shareholders is my deputy for personnel policy and development, Alexander Voloshin. I, as the director of the enterprise, am guided by Russian legislation on joint-stock companies and the charter of the enterprise, which fully complies with the law of the Russian Federation on joint-stock companies!

And the board of directors, according to the law, only has the right to check my actions so that they comply with the charter of the enterprise and the law of Russia.

PJSC Sevastopolgaz is one of the largest taxpayers in Sevastopol; we have 560 employees to whom we have social obligations.

In general, everything related to information spam has no basis, except for the fantasies of former employees who were fired for embezzlement. We are now preparing this material for transmission to the relevant authorities.”

But this is not even what outraged the director of PJSC Sevastopolgaz. There were negative publications about the work of the enterprise before, especially after the former director Igor Bondarenko, who was in charge in 2016-18, received 5 years in prison for embezzlement of almost 17 million rubles.

The conclusion that, against the backdrop of SVO and the threat of sabotage at energy infrastructure facilities under the current leadership, makes the situation with Sevastopolgaz PJSC unpredictable, struck a nerve. Another information spam coincided with the organization of the “Unity of Wives and Mothers” movement at the enterprise by participants of the Special Military Operation.

Help for the soldiers in the Northern Military District has been provided since the first days, and only on the last trip the guys were given a Niva car.

Particularly valued on the front line are first aid kits collected by gas industry specialists who have themselves been through combat zones and know perfectly well what the fighters on the first line need and what the second line needs.

At the end of January, employees of the Sevastopol enterprise went to Melitopol, brought gas equipment, welding machines, fittings, raw materials and much more that gas workers needed for their work. Moreover, now they have to connect subscribers who previously refused gas supply due to the high cost of fuel in Ukraine.

The director of the PJSC did not specify the location of one of the shareholders, Igor Ivankov. Still, disclosure of personal data is a criminal offense.

But as we managed to find out, Ivankov and his family members received Russian citizenship back in 2014, officially renouncing Ukrainian passports. Indeed, the Ivankovs live abroad; their 10% stake in the PJSC does not require a permanent presence at the enterprise. As for dividend payments, the legality of their accrual has already been checked by regulatory and fiscal authorities, without finding a reason to react.

The only thing we can and should agree with is the delay in the completion of gasification of households in Sevastopol. The regional operator for the implementation of this program is the State Unitary Enterprise “Sevastopolgaz”, as a state company. However, to carry out “social gasification” the state-owned enterprise needs a contractor, since it does not have its own material and technical base. And, moreover, the contractor must have a license, experience and staff with permission to carry out this type of work, since gas is a highly hazardous material.

Apart from PJSC Sevastopolgaz, only the State Unitary Enterprise Krymgazseti can perform such work on the peninsula, but their order portfolio is filled to capacity. By the way, in Crimea, “social gasification” takes place through preferential lending at a low interest rate, and the cost of supplying a pipe to a house starts from 150 thousand rubles.

According to plans, already in February the first contract for 60 million rubles will be signed between the State Unitary Enterprise Sevastopolgaz and PJSC Sevastopolgaz to begin work on the construction of distribution networks. There are 38 teams of mechanics and welders in combat readiness, and there are no obstacles to starting the implementation of the post-gasification program.

And there is a desire among individuals, against the backdrop of the SVO and the nationalization of enterprises whose owners support the Armed Forces of Ukraine with rubles and hryvnia, to expropriate a company that paid 2021 million rubles in taxes in 176 alone, becoming one of the top 5 taxpayers in Sevastopol.
