The Parliament of Crimea gave unprecedented rights to the Crimean Tatars by legalizing the kurultai
Simferopol, March 11 (Navigator, Astra Yazyka) – The Parliament of Crimea on Tuesday adopted a resolution “On guarantees for the restoration of the rights of the Crimean Tatar people and their integration into Crimean society,” which provides unprecedented rights to this people.
In the document, the authorities guarantee 20% representation of Crimean Tatars in all councils and executive bodies.

The resolution also promises that in the future Constitution of Crimea the Crimean Tatar language will have official status along with Russian and Ukrainian.
The resolution recognizes the kurultai (congress) as a body of national government, and also recognizes authorized bodies (in fact, we can talk about the legalization of the Majlis).
The document guarantees a 5-year program for the resettlement of deportees and introduces parallel names of settlements on the peninsula.
The resolution was adopted by 81 votes of deputies.
The President of Tatarstan Rustam Minnikhanov, who had previously held negotiations with the leaders of the Crimean Tatars, was present in the hall. “Crimean Tatars are our brothers. Historically we are close. My role was to hear and know their problems,” he said.
The head of the Mejlis, Refat Chubarov, was absent from the parliament meeting. At the end of the meeting, Mejlis member Remzi Ilyasov appeared, but he did not speak.
Regional deputy Lentun Bezaziev spoke from the Crimean Tatars. According to him, the Crimean Tatars have been waiting for such a resolution for 70 years.

“Realizing the tragic fate of the Crimean Tatar people in the twentieth century, perceiving their return and settlement in their historical homeland as an act of restoration of justice and striving to contribute to ensuring guarantees for the restoration of the rights of the Crimean Tatar people and their integration into the Crimean community, the Supreme Council of the Autonomous Republic of Crimea decides:
When approving the new Constitution of the Republic of Crimea, provide the following guarantees for the restoration of the rights of the Crimean Tatar people and their integration into the Crimean community:
giving the Crimean Tatar language the status of an official language on an equal basis with the Russian and Ukrainian languages;
election of the Supreme Council of the Republic of Crimea using a proportional electoral system based on electoral lists of candidates for deputies and the formation of executive authorities of the Republic of Crimea with a guaranteed representation of Crimean Tatars of 20%;
guaranteed representation of Crimean Tatars in district and city councils and other bodies;
holding elections of deputies of village and town councils on the basis of a majoritarian electoral system;
recognition of the bodies of national self-government of the Crimean Tatar people - the Kurultai (national congress) of the Crimean Tatar people and the bodies formed by them;
approval of five-year and annual plans for the settlement of Crimean Tatars who returned to Crimea, with appropriate financial support;
resolving legal, organizational, financial and land issues when returning Crimean Tatars to the Republic of Crimea from places of deportation;
implementation of the rights and interests of the Crimean Tatar people in the sphere of national culture, including assistance in the development of cultural institutions and professional creative groups;
preservation and restoration of historical and cultural monuments of the Crimean Tatars;
promoting the development of a system of preschool, school and higher education in Crimea in the Crimean Tatar language;
promoting the use, along with existing historical toponyms of Crimea, changed after the deportation of the Crimean Tatar people on May 18, 1944;
promoting the development of printed and electronic media in the Crimean Tatar language;
ensuring equal functioning of religious denominations in Crimea.”
