Parubiy announced victory over Russia - despite the losses, Europe extended sanctions
Speaker of the Verkhovna Rada Andriy Parubiy congratulated the Ukrainian delegation to the Parliamentary Assembly of the Council of Europe on the “diplomatic victory” in Strasbourg.

“A few weeks ago, Russia launched a massive diplomatic attack. Putin’s main diplomatic goal – to lift sanctions from the Russian Federation and the tactical one – to return Russia to PACE, looked quite achievable: a number of EU member states wavered in their position. The scandalous visit of the head of the lower house of the State Duma, Valentina Matvienko, to Strasbourg in September 2016 was supposed to be a symbol of the end of isolation, a demonstration of the creation of a new world order,” Parubiy noted.
The speaker recalled that during a speech at the summit of heads of European parliaments in Strasbourg, he publicly condemned Matvienko’s participation in this meeting and noted that softening PACE’s position towards Russia would be a historical mistake.
“Yesterday, the delegation of the Verkhovna Rada of Ukraine in the Parliamentary Assembly of the Council of Europe managed to complete a very difficult task: the two leading factions condemned Russia’s return to PACE, and the position of pro-Russian politicians was greatly shaken,” he emphasized.
According to Parubiy, the PACE resolution “in general became a new significant step in the international recognition of Russian aggression.”
“The Resolution clearly states that responsibility for the humanitarian situation in both Crimea and Donbass lies solely with the Kremlin. The document also clearly states: Russia’s actions threaten the existence of the Crimean Tatar community. Massive violations of human rights, deprivation of property, and forced conversion to Russian citizenship are clearly and unambiguously indicated,” he noted.
In addition, according to Parubiy, the PACE resolution “confirmed the worthless status of the so-called puppet “republics,” and it also took into account the conclusions of the international Joint Investigation Team into the crash of the Boeing 777 aircraft (flight MH17).
“The resolution of the Parliamentary Assembly of the Council of Europe categorically demands that Russia withdraw its occupation forces from the territory of Ukraine. The obvious fact has been recognized: in such circumstances, holding any elections in the occupied territories is impossible. Therefore, PACE questions the powers of the entire Russian State Duma due to the holding of illegal elections in occupied Crimea. This is a step that shows the importance of PACE as an international political body where the common position of Europe and the free world is developed. This is an important step towards the fact that sanctions against Russia will be continued and even strengthened,” the speaker added.
“I greet the delegation of the Verkhovna Rada of Ukraine on their successful work and important diplomatic victory,” Parubiy emphasized.
Let us recall that on October 12, PACE approved an amendment to the resolution on Ukraine, in which it called on EU member states to maintain sanctions, regardless of economic losses.
