This was reported by the press service of the parliament.
According to him, among the positions being discussed are changes in status, recognition of the LPR and DPR as formally “occupied territories,” as well as the definition of legal prerequisites for conducting hostilities and military operations.
The speaker emphasized that this law should give such legislative power to the Commander-in-Chief and the National Security and Defense Council.
“Because we had the main dilemma at the beginning of the Russian aggression, we have only two possible formats - the ATO and martial law format... and the creation of a single operational headquarters that will manage all combat units and all local organizations, including the military -civil administrations,” noted Parubiy.
He recalled that the authorities could not introduce the latest format (introduction of martial law - Ed.) at that moment, since the election procedure would have stopped.
“Now the format for conducting combat operations is provided by law,” Parubiy emphasized.
As stated by the deputy chairman of the Petro Poroshenko Bloc faction, Alexey Goncharenko.
The bill on the so-called “reintegration of Donbass” will be considered in parliament during the last plenary week of the Verkhovna Rada of Ukraine.
