PACE did not detect “Russian aggression”
The Bureau of the Parliamentary Assembly of the Council of Europe by a majority vote approved the decision to debate with the adoption of a resolution on the consequences of the incident in the Kerch Strait.

It was initially assumed that the resolution on Ukraine would be called “Open Russian aggression against Ukraine: disruption of the peace process and a threat to European unity,” as proposed by the head of the Ukrainian delegation, Vladimir Aryev.
But in the end, the wording was changed: the mention of “disruption of the peace process” was removed, and the document will be called “Growing tension around Azov and the Kerch Strait and threats to European security.”
“That is, PACE recognized the qualification “Open Russian aggression” as untrue. And they did not support the thesis about “disruption of the peace process,” Kiev political scientist Vladimir Volya concludes in his blog.
