This is stated in the draft resolution of the PACE relevant committee.
“While deploring the lack of progress by the Russian Federation regarding the situation in eastern Ukraine and the annexation of Crimea, the committee, however, emphasizes that sanctions against Russian representatives are already in effect and calls on colleagues from the Russian parliament to restore dialogue with the Assembly,” the document says .
On this issue, the draft resolution notes, the Russian parliament and its delegation in the Assembly must express unequivocal commitments to enter into dialogue with PACE without any preconditions.
Let us remind you that after another anti-Russian demarche of PACE, the Russian delegation voluntarily left it and suspended its membership for a year.
