This decision was made for the safety of passengers, who often, without waiting for the boat to come to a complete stop at the pier, begin to jump out of it.
“When the boat just approaches the pier, people often start jumping over the rails. Is it dangerous. If something happens, the captain will be to blame,” the newspaper quotes the dispatcher as saying.
Also, this decision was made due to the fact that some passengers went on deck to smoke while moving, and then threw cigarette butts overboard.
