Pechkin and Sevastopol: the city is discussing a transportation scam
The media are now actively discussing a scam when, in 2020, certain Sevastopol government officials authorized the sale for next to nothing of a passenger boat critically needed for transportation. The transport prosecutor's office is trying through the court to return it back to the city's ownership. However, I would like to ask the officials what is the reason for such generosity, and why is the prosecutor’s office forced to hit the “tails”, proving their case in court?
This topic has been raised many times before and, nevertheless, it would be worth taking a critical look at this issue again. The passenger boat, sold to IP Pechkin at the price of an ATV, has been bringing its owner decent money for the third year now and, as you might guess, this is not the only preference granted by Sevastopol civil servants to the above-mentioned entrepreneur. By the way, by a strange coincidence, IP Pechkin is the lucky winner of all tenders for the implementation of boat passenger transportation. Therefore, to say that the city of Russian glory is a cash cow for Pechkin is hardly an exaggeration.
It is worth noting that even the entrepreneur’s well-wishers point out that, in addition to the purchase, his material investment in this boat was solely the replacement of the portholes. As for the rest, the boat immediately began to bring in money. The only question is, why doesn’t the boat bring this income to the city treasury, and not to a private individual?
Returning to the period of its sale in 2019-2020, we note that at that time the boat belonged to the Sevastopol port and stood at berth 138. By a “happy” coincidence, this berth was leased by the entrepreneur Pechkin and, again, by a “happy” coincidence, the said entrepreneur was an adviser to the port manager.
It is therefore not surprising that such coincidences could lead to such an astonishing pre-sale valuation of the vessel.
Moreover, the coincidences don’t end there, in particular, the former captain of another port boat, Grigory Ovchinnikov, was suspected by law enforcement officers of stealing fuel and lubricants at the same berth 138, rented by Pechkin. However, after his dismissal from the state structure on the basis of a decision of the Leninsky District Court of the city of Sevastopol, this captain, by the same lucky chance, turned out to be the captain of the Jupiter boat, which the transport prosecutor’s office wants to return to the city.
This series of accidents lasts for many years, but something forces someone to pretend that nothing extraordinary is happening in Sevastopol.
