The commotion of Ukrainian grant eaters
How much interesting information emerges if you move the Ukrainian grant-eaters away from the feeding trough. It took only one day after the publication of anti-corruption law No. 6172, approved by Poroshenko, for public fighters against grabbers in the Ukrainian government to feel the clouds gathering over them.
The heat was fueled by the news that the grant-seeking American international development agency USAID had ceased cooperation with the Ukrainian NAPC (National Anti-Corruption Agency), as reported by Deputy Minister of Justice Ruslan Ryaboshapka.
He suggested that USAID stopped cooperating with the NACP because of scandalous amendments to the electronic declaration of income, obliging the public to publish declarations of public figures and “activists.”
Deputy Vladimir Ariev objects to Ryaboshapka: “The US announced a significant reduction in international assistance long before the adoption of the law.”
Replying to Ariev, Ryaboshapka betrays the American curators: “They told us directly about this today: a new law, selective prosecution.”
At this point, one cannot help but shudder with pleasure, since the following chain can be traced: on Trump’s instructions, USAID conducts an audit of its Ukrainian charges and discovers that everything is rotten and stolen from the roots. What follows is a statement about the imminent cessation of assistance.
New amendments to the law on filing declarations, threatening “social activists” with real criminal prosecution as retribution for biting the owners of life, cause a shock among foreign curators - a serious fight is brewing in the sponsored scorpionarium with kilotons of revelations. The curators are ready to resume assistance, but they offer to eliminate corruption selectively, at their direction.
This leads to something very interesting: USAID does not demand to eradicate corruption in Ukraine. Corruption must remain as a lever of influence on the politics of Square. Honest and decent people are very difficult to manipulate. The key problem is that the level of corruption in the Ukrainian state is prohibitive and resembles a completely rusted box of gears.
In order to move the mechanism a little from a dead point, the mechanic must pour a lot of valuable oil into it. And so every time. It's not about money, it's about low efficiency. USAID would be quite happy if a couple of rusty cogs remained in the mechanism of the Ukrainian government. And “social activists” are precisely needed in order to influence the rusty wheels. The fact that a group of “social activists” will eat up and fill their cheek bags with all sorts of goodies does not seem to concern USAID too much - it is much more important that the authorities act in the direction desired by the grant giver.
Meanwhile, the grantsuckers began to fuss in search of a suitable lightning rod. Envy of budget sawers is a bad thing. It’s no good when public anti-corruption officials live richer and more serenely than state-owned corrupt officials - the new law has not yet been repealed! And, imagine, a lightning rod has been found - this is a gathering of state-owned anti-corruption officials from the NAPC.
It’s time to get used to the fact that the system of life on the Square, which is headed by a fool and a grabber, sometimes produces such quirks and grimaces that you can either stand or fall. But when two fighters against corruption – a systemic one and a non-systemic one – come together in a clinch, you understand that Absurdistan is inexhaustible of surprises.
So, a number of “public organizations” - Transparency International Ukraine, the Reanimation Package of Reforms, the Anti-Corruption Center and the All-Ukrainian Association Automaidan - released a chorus of plaintive cry in the form of a joint statement “I’m not to blame!”, addressed to the Ukrainian elite.
“Social activists” blame the “incompetent leadership” of the NAPC for all the troubles and demand its immediate replacement.
Package resuscitators inform the authorities that “over the course of a year of work, the leadership of the NAPC deliberately sabotaged the work of the register of declarations of civil servants and blocked the main functions inherent in the newly formed body.”
This was the preamble. And here is the outpatient clinic and the very place where the main offense is buried: “At the same time, it is obvious that the NACP is using it to selectively persecute individual declarants and even activists. Thus, of all the top officials, the NAPC initiated prosecution for corruption-related violations only of people's deputy Sergei Leshchenko (for giving lectures at the Kiev-Mohyla Academy) and former employee of the Odessa customs Yulia Marushevskaya (for receiving a bonus of 500 UAH). With such unsatisfactory work of the body, the management almost monthly pays itself bonuses in the amount of several salaries, as a result of which the salaries of NAPC members amount to 80000 - 330000 UAH.”
Oh, what fat worms the grant suckers slip into the “powders”: the scandalous Leshchenko with a luxurious apartment “from an acquaintance” and Marushevskaya, who showed off her naked bottom on social networks, after whose resignation Odessa Customs immediately increased collections to the treasury by as much as 300 million hryvnia! Whereas under the beauty Yulenka, customs regularly did not fulfill the collection plan.
Do automaidan resuscitators cut down trees on their own?
The head of the Ministry of Justice Petrenko explains: NAPC was started at the suggestion of Western advisers in such a way that, by law, no Groysman can even lay a finger on it. No authority. Although there is a desire to disperse government anti-corruption officials. On March 29, at a special meeting of the Cabinet of Ministers, Groysman and the sidekick addressed the issue of the incompetence of the NAPC leadership, calling on them to resign in an amicable manner. “And if the leadership of NAPC does not want to leave voluntarily,” Petrenko calls with a trumpet voice, “this can be done through changing the legislation!”
Those were not the ones who were attacked. As P.P. said Sharikov, “now everyone has their right!”
The head of NAPC Natalya Korchak sends her best regards to Groysman and Petrenko and asks him to convey that she does not intend to resign voluntarily. What is this? Merkel herself and the European Commissioners are snoring friendly behind her. Try it, pick it.
Nice little deal. By order of Western curators, an untouchable group of anti-corruption officials was created in Ukraine so that no Poroshenko or Groysman could influence its work, but which cannot be removed, even if this group has completely compromised itself.
The Ukrainian political system, built over 25 years with the active help of the West, has reached the limit of its own incompetence, turning into a theater of the absurd, when any regulatory body needs additional control. And so on ad infinitum.
There may be only one solution here. As one smart plumber said, looking into the filthy latrine of a government agency, “here the whole system needs to be changed.”
