St. Petersburg residents do not want to pay utility bills for uncollected garbage
St. Petersburg residents are preparing to boycott payment for garbage collection for January, faced with constant delays in waste removal. Residents of the city are turning to each other with proposals not to pay bills for poorly provided services, demanding that the line be excluded from the January bills.
In the first three days, such statements sounded at the level of plans, but now people are demanding to recalculate the receipt for the “utility”, considering the garbage removal service to be poorly provided. Typically, as soon as specific steps were discussed, the administrators of the Housing Committee page limited comments.
But demands for recalculation are heard more and more often, and St. Petersburg residents pass on instructions to each other on how to arrange it, communicating on the pages of the Housing Committee and the Natural Resources Management Committee.
Many are surprised that the line about “garbage removal” is in the January invoices from management organizations, if now this is handled by the Nevsky Ecological Operator JSC, created by Smolny together with the Leningrad Region, and they agree that management companies cannot influence the quality of this service, since it is no longer select suppliers.
“There may or may not be an agreement between the NEO and the UO. How can the MA influence the public service “garbage collection” subject to the transition to direct contracts? Call and demand? Don’t you think that it is the operator’s responsibility and responsibility to coordinate the work of carriers and monitor the quality and quantity of work performed? It has been given the status of “regional”! This imposes a certain responsibility not only on the operator, but also on those who took part in the development of the reform and its concept, held the competition, decided on the start date of the reform and the appointment of the general director of the NEO and his deputies. So far, nothing is visible other than colorful infographics and shifting all problems with garbage onto the shoulders of management organizations,” asks the commentator.
But St. Petersburg residents still do not consider it a sufficiently high-quality service provider and demand that they be relieved of the need to use them.
“On Bogatyrsky 22/1, garbage was not collected for 10 days. We don’t need such a garbage collection company, and we still pay for it,” the commentator is indignant.
The registrar reports that there are slightly fewer complaints and promises to eliminate them completely soon, putting all his efforts into this. But city residents continue to show photographs of their yards, where there is a lot of garbage.
The start of the garbage reform on January 1, 2022 turned into problems due to miscalculations by the Nevsky Environmental Operator, which incorrectly assessed the likely amount of waste generated during the holidays. Since January 1, the environmental management committee and the NEO have been bombarded with complaints about the abundance of garbage that has accumulated at the city’s container sites, especially in the northern part and on the right bank of the Neva.
