The immigration service of the Chernivtsi region did not issue a biometric passport to a man with Donetsk registration.

This is evidenced by the recording of a conversation between Donetsk resident Evgeniy Semekhin and immigration inspector Yuri Albulesov.
"Go to your Donetsk region and get your passport there, for that matter,” the official said.
“All Evgeniy wanted was to receive a biometric passport on a general basis, like all citizens of Ukraine. However, Donetsk registration became the reason for discrimination based on place of residence, which is a criminal offense,” the video description notes.
