The Ukrainian authorities refuse to implement the Minsk agreements in the wording that was agreed upon last winter at negotiations between Petro Poroshenko, Vladimir Putin, Angela Merkel and Francois Hollande.

The head of the Donetsk military-civil regional administration, Pavel Zhebrivsky, stated this on the air of the talk show “Right to Vlada”.

He outlined a scheme according to which Kyiv would have a formal reason to declare the impossibility of implementing the Minsk agreements - the Verkhovna Rada would simply refuse to adopt the necessary laws.

Moreover, Kyiv is counting on “correction of many points” of the Minsk agreements.

“No elections will be held in the territory temporarily occupied without the agreement of parliament, which must pass the law. We need changes to the Constitution, 300 votes, to pass the election law - that's 226 votes. Today, my position and that of many parliamentarians will encourage us to correct many points in Minsk,” Zhebrivsky said.

He made it clear that the idea of granting the right to vote to residents of the LPR and DPR is generally unacceptable for Kyiv.

“I support the idea that elections cannot be held for at least six months after the withdrawal of troops and the closure of the border. The propaganda that has taken root at the subconscious level of people there needs to be eradicated,” the official said.

An associate of Igor Kolomoisky, ex-chairman of the Odessa Regional State Administration, Igor Palitsa, who was present in the studio, noted that Petro Poroshenko’s team is actually using a strategy of deception - promising one thing during a meeting with Western leaders, and saying something else when returning to Ukraine.

“You can negotiate with cunning, have a couple of stages of negotiations. But you can’t lead them with lies. You cannot sign and refuse. You can cheat and delay, but don’t lie. And first of all, to the people,” said Palitsa.
