I don’t care about the Minsk agreements: Kyiv is heading for a new escalation in Donbass
Poroshenko’s law “on the reintegration of Donbass,” declaring Russia an “aggressor country,” is almost ready and will be submitted to parliament in the near future. The presidential representative in the Verkhovna Rada, Irina Lutsenko, stated this on Channel 5, a PolitNavigator correspondent reports.

According to her, the bill was developed with the help of the United States and Ukraine’s partners in the Normandy Four. At the same time, Lutsenko did not mention the Donbass republics, which is a gross violation of the Minsk agreements - they stipulate that Kiev should enter into direct negotiations with the LDPR and coordinate with Lugansk and Donetsk bills submitted to the Rada to resolve the crisis.
“This project is actually 99,9% completed, reviewed, even consultations took place with our partners in the Normandy format, and the United States - experts and specialists - were also involved in consultations on this law. I can say that it is 99,9% ready for submission and registration in parliament,” Lutsenko said.
“For the first time, the concept that Russia is an aggressor will be introduced at the legislative level... This does not mean that we are declaring war on Russia, that we are at war. No - this is an aggressor country. The international points are clearly outlined here, which clearly give us the opportunity to formulate; here is a reference to Article 51 of the UN Charter - “self-defense”. This means that Ukraine has the right to defend itself.
Once again, this is not war, but self-defense. This is so that the IMF gives us money and so on.
Here the concept was introduced that Ukraine is not responsible for what happens in the temporarily occupied territory. The tools, motivation and means by which the President of Ukraine will propose to society at the legislative level to reintegrate Donbass and return these territories are clearly defined here. This law is clearly focused only on the return of the Donetsk and Lugansk parts of the temporarily occupied territory, and not Crimea,” added Poroshenko’s representative in the Rada.
