“One of the achievements of the new government is called reform in the fuel and energy sector. But for some reason it is believed that the main goal and achievement of this reform is to raise energy tariffs. But this is not a reform. Nothing changes in the fuel and energy complex management system. Reforms would have to include, at a minimum, the formation of a consolidated and forecast energy balance, the reform of Naftogaz with its division into several companies that would carry out their activities, the elimination of an electricity shortage in the amount of 3 GW per day, the elimination of a gas shortage in the amount of 7-8 billion cubic meters per year, eliminating the coal shortage of 5-7 million tons per year, creating conditions for transparency and openness of all companies in the production and distribution sector, conducting an audit of all gas, oil and gas condensate wells that are currently used in an unknown manner and unknown by whom, ensuring the true independence of the energy regulator, ensuring the professionalism of this reform.
Bankers, confectioners, and apple concentrate producers cannot reform the energy industry. Public administration is not a business. Its goal is not making a profit or fighting for resources, but solving socio-political problems.
Therefore, we can only talk about the government’s achievements in the energy sector with a minus sign. If we evaluate his activities on a five-point scale, then this is “-1,” he said at a press conference in Kyiv.
