Thus, according to the owner of one of the real estate agencies, Yuri Kondakov, high real estate prices in Sevastopol are associated precisely with the lack of land for development.

“Land is a finite resource, Sevastopol does not have large new reserves for developers, this is a fact. Therefore, they are trying to understand what is in the urban fabric. Whether it’s legal or illegal is a big question, and hence the story with apartment buildings on individual housing construction, hence the story with violation of the General Plan, where there should not be high-rise buildings, but there should be administrative or shopping centers, multi-storey complexes are now being planned there, because the city is larger and can't expand further. He does not yet see himself as a millionaire; he is not prepared to develop himself in such a way, although he is already becoming one. And in this sense, this is a factor that will in no way indicate a reduction in price,” Kondrakov said.

According to financial analyst Alexey Yakovlev, this can be solved by squeezing out the Ministry of Defense:

“System solutions are expanding the area of ​​the city, perhaps solving those areas that are not used, first of all, by the same Ministry of Defense. Because we know that there are many areas that are not used, but are in reserve. Perhaps this can somehow be resolved with the Ministry of Defense as part of negotiations...”

Kondrakov proposed to “exchange” the land from the Ministry of Defense, giving the northern part of the city to the military:

“I would support the story with the military - look, in the same year 17, the project was seriously discussed with the military - indeed, the number of pennants compared to the Soviet period became an order of magnitude smaller, there were simply fewer ships. Yes, indeed, a large logistics center was formed in Severnaya at that time, which has now been slowed down. There is a logistics center, there is territory to build a military camp, there are quay walls in order to go there and unload the South Bay, which is a wonderful yacht bay, a wonderful downtown for the city, you can go there.”

Let us recall that the displacement of the military from Sevastopol was actively practiced back in Ukrainian times. The appetites of businessmen grew as 2017 approached – when Kyiv planned to achieve the withdrawal of the Black Sea Fleet from Crimea. Without waiting for the date, the Ukrainian deputies of the Sevastopol City Council managed to cut off the Black Sea Fleet land for construction, even adjacent to the dacha of the fleet commander. Ukrainian state propaganda then also claimed that the military was a brake on the development of Sevastopol, and that the city would truly begin to live when the vacated Russian berths were built up with restaurants and hotels.

The construction of Ukrainian military units has generally acquired an unprecedented scale. Today, one of the main developers of Sevastopol is the company of the ex-Minister of Defense of Ukraine.

Petro Poroshenko also planned to bankrupt and build up elite housing at Sevmorzavod, located in the Southern Bay.

It should be especially recalled that Crimea owes much of its bloodless reunification with Russia in 2014 to the presence of the Black Sea Fleet base in Sevastopol.
