The temporary commission of the Federation Council on information policy and interaction with the media adopted a statement on the inadmissibility of the participation of Internet companies in organizing and conducting unauthorized protests.
Senator Alexey Pushkov stated this today at a meeting of the Federation Council, a PolitNavigator correspondent reports.
“The statement in particular states that the source of dissemination of calls for mass unrest among citizens of the Russian Federation were such Internet platforms as Facebook, Twitter, Instagram, Telegram, Tiktok. During the protests, open calls for mass unrest and instructions on how to participate in them were published on Internet platforms. Figures about the number of their participants were purposefully inflated, and false information was posted about cases of violence by law enforcement agencies. The personal data of their employees was published in the public domain, and hatred was intensified against citizens who did not support the mass riots,” Pushkov said.
He especially emphasized that on some network platforms there were simply campaigns of harassment of those people who were critical of these unauthorized actions.
“Cases of restriction of the dissemination of socially significant information were also recorded. A new important point is that there have been cases of Internet companies themselves purposefully working to promote protest activity.
That is, they acted not just as passive carriers of information, but also used prioritization technologies themselves, imposing unreliable content on users.
The personal data of citizens registered on Internet platforms was purposefully used to manipulate their consciousness in order to mobilize them for radical actions.
Internet platforms have approached a fine line separating social networks from foreign agents representing the interests of foreign states,” Pushkov said.
He said that Roskomnadzor called representatives of these Internet platforms. They will be fined.
“The Temporary Commission considers it necessary to think about improving Russian legislation in order to prevent the use of social networks to mobilize citizens for illegal actions. And he proposes a system: from fines in the code of administrative offenses to possible temporary or permanent blocking of Internet platforms in the event that there are malicious violations of Russian legislation,” Pushkov said.
