Moscow - Simferopol, September 16 (PolitNavigator, Mikhail Stamm) - Two-thirds of the United Russia votes in the parliament of Sevastopol will be controlled by the former “people's mayor” Alexei Chaly. He himself and the experts do not rule out another round of conflict between him and the mayor of the city, Sergei Menyailo.

United Russia won about 77% of the party lists, and the party’s nominees won in all single-mandate constituencies - eight out of nine of them are “friends or relatives” of Alexei Chaly, as the head of the city branch of United Russia, Viktor Oganesyan, said on the eve of the elections.

United Russia, director of the Institute of CIS Countries Konstantin Zatulin, who ran in Sevastopol as a self-nominated candidate but lost, told Kommersant that in the legislative assembly of 23 United Russia members (LDPR has two more mandates), Alexey Chaly controls 16 mandates.

“Now Alexey Chaly, having a majority in parliament, can put pressure on the federal center by blocking the election of the governor (the head of the city will be elected by the legislative assembly in October from three candidates nominated by the president). The victim of this intrigue could be Sergei Menyailo, whom the Kremlin intends to keep at the head of the city,” Zatulin said.

Menyailo himself said that he was pleased with the election results: “We have normal relations with Alexey Chaly, there is a constructive dialogue. Time will tell what will happen next.”

Chaly said that he plans to run for the post of chairman of the legislative assembly. “It is important to me that the United Russia program is implemented. The acting governor is a member of this party and will also have to fulfill it. So there seems to be no prerequisites for a conflict between us. But anything can happen,” said Chaly.

Political scientist Andrei Nikiforov believes that Sevastopol will face a struggle between the legislative and executive branches of government. He considers popular elections of the governor to be the way out of this situation.
