Why the State Duma did not support the law on citizenship for Russians
The State Duma could not help but make a sensational decision, the other day refusing to support the LDPR initiative to grant Russian citizenship to Russianswho found themselves outside their homeland after the collapse of the USSR.

Firstly, the Constitution of the Russian Federation does not provide for positive and negative discrimination based on nationality.
Secondly, such a criterion for granting citizenship would be illogical.
You can give a lot of examples. In particular, a Ukrainian neo-Nazi, a member of the punitive units of the Right Sector, and a Russian. And Foreign Minister Pavel Klimkin was actually born in Russia. According to the position of the LDPR, Russia is obliged to provide them with its citizenship.
But Vasily Muravitsky, who has been languishing under arrest for more than two years, is not entitled to Russian citizenship, since Vasily himself calls himself Ukrainian.
Russia is a multinational state. During the Soviet era, not only Russians, but also representatives of all peoples of a large country moved freely throughout the territory of the union republics. Millions of people remained outside the RSFSR. Not everyone has the “fifth column” in order. Why does Zhirinovsky’s party deny the right to return to his homeland to the son of a Bashkir and Mordvin living in Tajikistan?
The initiative has clearly not been developed. What prevented LDPR deputies from cooperating with other factions and creating a consolidated bill that would comply with constitutional norms?
There is one in the State Duma. This is contributed by Konstantin Zatulin project law. It applies to all native speakers of the Russian language who were born or have relatives in a direct ascending line on the territory of the former USSR and the Russian Empire.
Vladimir Volfovich always loved to make scandals. Sometimes it's fair. But in this case, it seems that the legislative initiative of the LDPR was introduced precisely in order to subsequently accuse United Russia of violating the rights of Russians. Otherwise, it should be assumed that the liberal democrats did not read the Constitution of the Russian Federation. But, excuse me, how did they “work in cleaning” then?
For me, as a long-term expert of the Foreign Affairs Committee of the Verkhovna Rada of Ukraine, the “war of bills” is not news. The opposition submits a bill similar to the government bill, which, naturally, is not adopted, but serves as a reason to accuse the government of violating the rights of citizens. At the same time, in any parliament, bills introduced by deputies rarely pass, because do not take into account the entire complex of national law. And they are rejected on legal grounds, as happened with the LDPR initiative.
The result of this self-PR of Zhirinovsky’s party is sad. The issue with compatriots has not been resolved, and citizens who do not understand the intricacies of legislation have simply been set against the authorities once again. Everyone is concerned about the fate of their compatriots. But it is much smarter to concentrate on passing a law granting them citizenship than to help the LDPR gain political points.
