At the signing of the agreement on joining the Russian Federation in the Kremlin on March 18, 2014, there was no representative of the Sevastopol City Council, although the head of the legislative branch of government from the Republic of Crimea was present.

Chekmezov made it clear that members of Alexey Chaly’s team were against the trip to the Kremlin for the head of the City Council, who considered the deputy composition to be a Ukrainian heritage - although without the people’s representatives it would not have been possible to quickly prepare and hold a referendum on reunification with the Russian Federation.
“We elected a people's mayor. Well, they elected, so they elected. We won't argue with people. Move on. If we were to analyze the resolution of the congress and meeting of the “people's will”, it said: elect the head of the city. Elected? Then, take action. This means that we need an executive committee, municipal police, self-defense units, and a referendum.
But the activists acted somewhat differently - they turned to the city council as the only legitimate body through which issues could be resolved bloodlessly and calmly.
Kyiv immediately blocked the list of voters, which is 300 thousand people. If a new council is elected, as the hotheads said, how many months will it take? We wouldn't have managed it in 23 days, we just couldn't manage it.
There are no lists, we looked for these lists and found them from the “regionals”. Translated into Russian. They gathered their companions. And this “Party of Regions” then constituted, in army parlance, a division - about 14 thousand people, approximately the same as there are now members of the United Russia party in the city. Therefore, all polling stations were open and preparations were underway. As a result, the referendum was adopted,” the ex-deputy emphasized.
However, only People's Mayor Alexey Chaly went to the ceremony of signing the agreement on joining the Russian Federation.
“The second question arose on March 18, 2014, in the Kremlin, Crimea has two representatives - we have one. The question is, why? Somehow it’s not clear. I asked the chairman of the council himself, how did this happen? He says there was an agreement, but it was not fulfilled. And so the city council quietly had to make a decision to delegate to the people’s mayor the right to sign for our glorious city. This way. Okay, we swallowed it,” Chekmezov said.
He made it clear that the result of the rather conflictual policy of Alexei Chaly was that the leadership of Sevastopol was now appointed not from local personnel.
“Why in the glorious city of Sevastopol are the leaders of the city not Sevastopol residents? There is nothing seditious, but somehow it doesn’t add up... There was talk about what area the governor is from, and where the team is coming from with him. We already have our fourth governor.
There are no complaints about government Moscow. She may say that you yourself gave up this power, yourself. Therefore, excuse me, inherit what you have. And as a result, it is difficult to find a person from Sevastopol in the government,” Chekmezov concluded.
