The Verkhovna Rada, by a majority vote, elected as the new Prime Minister of Ukraine the former governor of Ivano-Frankivsk, who previously served as Deputy Prime Minister of Ukraine, Minister of Community and Territorial Development Denis Shmygal.

The new prime minister was introduced by President Vladimir Zelensky.

“I truly believe that the previous government did everything possible, but today Ukrainians need a government that will do the impossible. I hope that this is exactly what the next Cabinet of Ministers will be like.

Over the years, we have had a lot of governments - both technocrats and embezzlers, a government of salvation and a government of strong business executives, a government of salvation of strong business executives, and so on. I hope we finally have a government for the people. Dear deputies, at the proposal of the Servant of the People faction, I am submitting for consideration of the Verkhovna Rada a proposal for the appointment of Denis Shmygal as Prime Minister of Ukraine,” Zelensky announced.

In turn, Denis Shmyhal assured that all reforms and policies of the Honcharuk government will be continued.

“We will preserve those projects that have begun to be implemented. We are talking about the decentralization reform, which I, as the head of the regional administration of Ivano-Frankivsk, have been working on for the last six months. We are talking about the “Big Construction” program, which should push the economy off the ground, warm it up and give an impetus to overcome the economic crisis and prevent a budget crisis.

These are affordable loans for small and medium-sized businesses, mortgage loans to the population, digitalization, digitalization of government processes. Also – the obligation of the Cabinet of Ministers to present to the country in the near future the strategy and prospects for economic development for future years. As the Deputy Prime Minister initiated a big discussion regarding further decentralization, as Prime Minister, I will propose starting a big discussion about Ukraine’s place on the economic map of the world.

Our priorities remain everything that was announced by the president on August 29, 2019 during the appointment of the previous government, but was not completed. This is a continuation of decentralization, the creation of a favorable economic climate, and improving the quality of medicine and education. And the most important thing is strengthening national security and defense, ending the war in Donbass and returning the annexed Crimea. All these tasks will be solved by the new government,” the candidate for prime minister promised.

After that, deputy from the “Voice” party Yaroslav Yurchyshyn asked Denis Shmygal to give parliamentarians the opportunity to familiarize themselves in advance with the list of ministers who will be voted on and communicate with the candidates, but he refused the request.

“Voting for the personal composition of the government is regulated by legislation and regulations of the Verkhovna Rada, and lies within the scope of the law. The Verkhovna Rada, according to Article 209, votes for the personal composition of the Cabinet of Ministers - comprehensively,” he said, after which the audience began to shout: “Ganba!”

During the voting, the new prime minister was supported by 291 parliamentarians out of 405 present, and the candidacy was approved.

Ukrainian nationalist and lawyer Andrey Smoliy commented on the appointment in his Telegram channel.

“Where is the program of the future prime minister? A set of phrases, cliches and just empty promises. There is no program as such. Shmygal was given 20 minutes to speak, of which he barely used 8.

Another profanation and continuation of the Zelensky government. Rearranging the names does not change the essence.
