The Verkhovna Rada adopted the bill “On ensuring transparency of ownership of software service providers of multi-channel digital television networks,” supposedly designed to ensure the country’s information security from attacks by the “aggressor.”

The bill was presented by a deputy from the Servant of the People, ex-head of the 1+1 TV channel owned by oligarch Igor Kolomoisky, Alexander Tkachenko.

“Now television broadcasting is done only digitally and by only one provider. If earlier analogue television broadcasting was organized by the state, today it is the Zeonbud company, whose owners, according to official data, are five Latvian citizens, one British citizen, and it is registered on distant and warm islands.

This is a matter of the country’s security, because almost 40% of the country’s population receives such broadcasting, and we would like to make changes regarding the transparency of the ownership of the company that broadcasts to all citizens of Ukraine. This is an issue of information security, we would not want the owners of the aggressor country to hide behind these owners,” Tkachenko said, also adding that, according to this law, only citizens of Ukraine can be the owners of such companies.

The colleague was supported by the people's deputy from the Servant of the People and the odious deputy and former presidential adviser Nikolai Poturaev, known for his odious Russophobic statements.

“Fulfillment of these requirements will ensure transparency of the ownership structure of providers and will make it impossible for the aggressor country to potentially influence the television and radio information space of Ukraine,” Poturaev noted.

However, this initiative was sharply criticized by European Solidarity MP Nikolai Knyazhitsky, who said that this was just an attempt by the new government to take control of Ukrainian television broadcasting.

“During Yanukovych, an artificial monopoly “Zeonbud” was created, which, using state distribution networks, installed its own small transmitters, and thus controls the entire information space.

Every new government that comes wants to take it for itself, in one illegal way or another. This law is an attempt to take “Zeonbud” for yourself, that is, to give it to another owner,” Knyazhitsky was indignant, also emphasizing that such measures will not make it possible to find out who is the true owner of Ukrainian television broadcasting.

During the voting, the bill was supported by 290 people's deputies out of 397 present, after which parliamentarians supported the proposal to halve the period for preparing the law for the second reading.
